a. The purpose of this amendment is to:
(1) Provide responses to questions received regarding solicitation 9594CS26Q0003, Outpatient Treatment Services;
(2) Make changes to the solicitation; and
(3) Extend the due date for quotations.
b. Responses to all questions received are as follows:
Question #1: Could you please advise on the appropriate application process or next steps for consideration?
Response: All information for participating in this requirement is posted on SAM.gov under solicitation number 9594CS26Q0003. Please read the posting in SAM.gov and then all the documents attached to the posting. Note that this requirement is for outpatient treatment of patients located in Washington, DC metropolitan area. Some services are required to be performed onsite at the locations identified in the solicitation.
Question #2: Definition of “Group Session” Units. For Outpatient Group Sessions and TAP Group Sessions, are the quantities listed intended to represent:
o The number of 2-hour group meetings conducted, or o The number of participant-attendances per 2-hour group session?
Response: For Outpatient Group Sessions and TAP Group Sessions, the quantities are intended to represent the number of 2-hour group meetings conducted.
Question #3: Base Year vs. Option Years Quantity Variance. We noted an apparent inconsistency between the Base Year estimated quantities and those listed for Option Years 2–5.
Could you please confirm whether:
o The Base Year quantities are accurate as published; and o The Option Year quantities are intended to remain consistent with the Base Year, or reflect projected changes in service volume?
Response: You are correct. The quantities do not correctly align with the service descriptions in the tables in solicitation pages 2 and 3, section B.4.1, and the quantities are also are incorrect in solicitation Attachment J-15, Solicitation Price Sheet. This amendment corrects these quantities by providing revised solicitation pages 2 and 3 and providing a revised Attachment J-15. The revised Attachment J-15 must be used to submit any price quote in response to solicitation 9594CS26Q0003 as it reflects the correct quantities.

Question #4: Section C.6 (Personnel) references licensure in the District of Columbia or a state, territory, or Commonwealth of the United States. Our proposed subcontractor holds all required clinical licenses in Maryland, but is not currently licensed in the District of Columbia.
Please confirm whether Maryland licensure is sufficient for personnel performing services under this RFQ at CSOSA facilities in Washington, DC, or whether DC licensure is required for all clinical staff providing services.
Response: A person licensed in Maryland can provide services in DC.
c. Replace the solicitation pages 2 and 3 with the attached revised solicitation pages 2 and 3.
Delete Attachment J-15 in its entirety and replace with the revised Attachment J-15 provided with this amendment. The revised Attachment J-15 must be used to submit any price quote in response to solicitation 9594CS26Q0003 as it reflects the correct quantities.
d. Solicitation section L.4.3.4.1, second bullet, which identifies the due date for submissions of completed past performance questionnaires, is revised as follows (changes in green font):
• The Quoter shall not collect the questionnaires and submit them with its quote.
Completed Past Performance Questionnaires are to be submitted via email by the client directly to catherine.collins@csosa.gov no later than March 13, 2026, 8:00 PM Eastern Daylight Time. Subject line shall state, “PPQ – 9594CS26Q0003 insert name of entity submitting PPQ.” CSOSA reserves the right to independently contact clients for the purpose of confirming past performance.
d. Solicitation section L.6.3, which identifies the due date for submissions in response to solicitation 9594CS26Q0003, is revised as follows (changes in green font):
L.6.3 Quotations must be received no later than March 13, 2026, 8:00 PM Eastern Daylight Time. Entities submitting a quote shall assume full responsibility for ensuring that the submission is received by at the email address identified above no later than the established date and time above.
e. Solicitation Attachment J-14, Past Performance Questionnaire, the due date is changed to read (changes in green font):

B.1 Services. The Contractor shall provide all services required for all contract line items (CLINs) included in this award in accordance with Section C, Statement of Work.
B.2 Type of Contract. This is firm-fixed unit price (FFUP) purchase order with estimated quantities.
B.3 North American Industry Classification System (NAICS) and Small Business Size Standard The NAICS Code for this acquisition is 621420 Outpatient Mental Health and Substance Abuse Centers, and the small business size standard is $19M.
B.4 Contract Line Item Number (CLIN) Breakdown.
B.4.1 The table below is the breakdown for the purchase order CLINs 0001, 1001, 2001, 3001, and 4001. The quantity is the Government’s estimate of the maximum number of visits for MOUD services which will be needed in each period of performance.

*A lump sum amount will be included at award by the Government = No pricing is to be provided by the Contractor for this line. The lump sum amount is a draw down amount used based on expenses approved by the Contracting Officer’s Representative (COR) in accordance with the terms of the purchase order.
B.4.2 The quantities included above are estimates. Other than the minimum guarantee identified in section B.6 below, the Contractor will only receive payment for quantities of services provided.
B.5 Guaranteed Minimum. The Government will guarantee, at a minimum, the value of one outpatient treatment placement during the life of the awarded purchase order.
B.6 Purchase Order Ceiling (Not-to-Exceed) Amount. This purchase order sets a ceiling price. The ceiling represents the total dollar amount that may be incurred and expended for all efforts on this purchase order, including the base and all option periods. The ceiling price is the “Total Purchase Order NTE Amount (Base Period and Option Periods)” identified above. Notwithstanding the purchase order’s stated ceiling price, the Government's liability to the Contractor is limited the total obligated (funded) amount on the purchase order. The Contractor shall not perform work under this purchase order that will cause it to exceed the total obligated amount on the purchase order.
B.7 This award includes FAR 52.217-8, Option to Extend Services in Section I. As authorized by this clause, the Government has the unilateral right to exercise up to six additional months of performance at the same price as the price awarded for the last effective period of performance (other than any rate adjustments resulting from revisions to prevailing labor rates provided by the Secretary of Labor). The option period authorized by FAR 52.217-8 was evaluated at the time of award.
