About this opportunity

The Department of the Army Materiel Command Army Contracting Command is soliciting proposals for comprehensive outdoor swimming pool management services at Osan Air Base in South Korea. The contractor will provide lifeguard, management, and support personnel to operate the pool facility, with requirements including one Pool Manager, one Lead Lifeguard, and three Lifeguards who must possess current Korean or American Red Cross certifications in lifesaving, water rescue, first aid, and CPR. The contract will be awarded using Lowest Price Technically Acceptable (LPTA) procedures, evaluating technical capability, price, and past performance, with specific criteria requiring a business license in facilities management and minimum pool operations experience. A mandatory site visit is scheduled for March 4, 2025, with registration due by February 28, 2025, and technical proposals and questions must be submitted to the designated Contract Specialists within 14 days of Request for Quote (RFQ) issuance. Proposals are due by March 20, 2025, at 3:00 PM local time, with contractors required to submit all documentation in Korean Won currency.

The solicitation is not set aside for any specific business category, though the amendment indicates potential preference for Women-Owned Small Business (WOSB) contractors. The contract includes a base period from May 23, 2025, to September 1, 2025 (87 days), with an optional extension from May 22, 2026, to September 7, 2026 (94 days), covering the summer swimming season. The pool will operate Monday through Sunday from 10:00-19:00, with additional early morning lap swim and evening swim club sessions, and capacity for after-hours pool parties accommodating groups from 1-150 attendees. Contractors must comply with Republic of Korea government business licensing requirements and operate in accordance with local labor, taxation, and immigration laws. The place of performance is specifically at Osan Air Base in South Korea, with the contractor responsible for maintaining facility standards per Air Force Manual (AFMAN) 48-114 and ensuring a strict lifeguard-to-patron ratio of 1:50.
