CHAPTER 1 – EQUIPMENT RENTAL

1.1. Location: The Equipment Rental office is located at Building 1304, Osan AB, Republic of Korea. The local phone Number is 315-784-4007.

1.2. Definition: Equipment Rental (EQR) provides a checkout/loan service for authorized customers to obtain recreational and user oriented equipment for leisure time activities. The program's objective is to encourage all eligible patrons to take full advantage of offered equipment and to recreate on a self-serve basis.

1.3. Outdoor Recreation (FSWO) Responsibilities: The ODR Director has oversight of the Equipment Rental. EQR Office Manager or designee is responsible for daily operations. Employees will ensure all patrons are provided with the best service possible and that provisions of this OI are carried out. Report any violations to the ODR Director.

1.4. Eligibility: AFI 34-101 outlines authorized users of the activity. Ensure patrons signing for equipment show a valid military identification/common access (ID/CAC) card. Ensure sponsors complete an AF Form 163, Sponsor/Parental Authorization to check out equipment, authorizing family members under 18 years of age to sign out equipment.

1.5. Free Issue Items: Limit authorization to receive equipment from EQR on a non-reimbursable basis for organizational functions when use is for a squadron or unit recreational function. This is to include Change of Command, base wide events and official functions. Instruct units to have their commander or first sergeant sign the request and send to EQR Manager for approval. The ODR Director will advise the Flight Chief in the event of any problems. Limit issued items to appropriated fund (APF) sports equipment such as softballs, volleyballs, basketballs, horseshoes, corn hole boards, etc., along with ice chests, water coolers, tables and chairs. Such issues for individual use are not authorized. Normally, issue non-fee items for a maximum of 72 hours. Equipment requests are limited to stock on hand and availability is based on first come, first served.

1.6. Equipment Check Out Procedures:

1.6.1. Issue all equipment on a first-come, first-serve basis. Only accept reservations for items provided the customer pays a deposit equal to a one-day rental fee. Active duty personnel may reserve items up to 30 days in advance of the desired checkout day. All other eligible individuals may reserve 15 days in advance.

1.6.2. Issue all items through the RecTrac point of sale (POS) system. RecTrac system will print a copy of the reservation. Have customer sign the original copy for records during pickup and retain in suspense until all items are returned. An additional receipt should be printed and issued to customers for their records. Upon return of items, retain copy for 30 days. Record can be pulled from the RecTrac system if the 51 FSS/FSR, Resource Management Office, requests any backups.

1.6.3. Before the patron signs the receipt, have them inspect the equipment for damage, cleanliness, etc.

1.6.4. An Equipment Checkout Agreement/Checklist is required for larger items such as boats, travel trailers and jet skis. These items require a 48 hour minimum reservation to prep for checkout.

At minimum, there will be a complete day between rentals to account for maintenance, cleaning and disinfecting. An equipment checklist will be scheduled and completed before picking up the item.

1.6.5. For ski/snowboard equipment, ensure customers fill out a Ski/Snowboard Equipment Rental Agreement. All child ski requests will need to be performed in person as child sizing is critical for rentals.

1.6.5.1. Ensure the following critical information is filled out for binding setting purposes:

height, weight, boot size, ski size, pole size, and experience level.

1.6.5.2. Boot sizing is the next step. Do this with a sizing device. Most boots are volume boots, not standard size boots. Ensure you ask the customer how the boot feels, i.e., not pinching, not feeling loose, foot not sliding back and forth when striking heel to the floor, and not being able to lift foot off the sole of the shoe.

1.6.5.3. Determine ski length by the customer's height and skiing ability. Beginner skis sizing should rest ski squarely on the floor and the tip of the ski should fall between the customer's chin and the tip of their nose, shorter for beginners and longer for experts. As a skier improves, they usually increase the length of ski for greater speed and smoothness of ride.

1.6.5.4. Determine snowboard length by the customer’s height and boarder’s ability. Beginner snowboard sizing should rest snowboard squarely on the floor and the tip of the board should fall between the customer’s chest and the tip of their nose, shorter for beginners and longer for experts. As a snowboarder improves, they usually increase the length of board for greater speed and smoothness of ride.

1.6.5.5. To size poles for customers, bend their elbows at a 90-degree angle. Turn the ski pole upside down. The customer grabs the pole under basket (part that actually goes into the snow).

The arm should remain at a 90-degree angle. Again, as a skier improves, they will usually go with a smaller ski pole, which allows them to control lower to the ground and to increase speed.

The pole should never go above a 90-degree angle of the elbow resulting in a lack of control.

1.6.5.6. After determining the above, begin ski-binding adjustments. Place the boot in binding and adjust to size. Check the appropriate binding chart to set the proper tension release.

Determine the proper setting by height, weight and skier experience. Set the proper setting to all four settings on the binding. Once all adjustments are made, check the bindings to ensure a smooth release is accomplished.

1.7. Equipment Check In Procedures:

1.7.1. All rental items are due back on the date indicated on the original rental agreement.

1.7.2. After a one-day delinquency on returning items, FSWO will call the individual reminding them the item is overdue. FSWO will annotate the information on the rental receipt until item has been returned and all fees have been paid. If the item is not returned that day, notify the individual's First Sergeant the next duty day. If the item still isn't returned, take the rental receipt to the Resource Management Office (FSR) for preparation of a military pay order (MPO) action.

1.7.3. Charge patrons failing to return any equipment within the assigned time frame an additional day for each day until it has been returned. Failure to return items in a timely manner will result in the loss of their rental privileges.

1.7.4. Upon return of the property, FSWO personnel will inspect all equipment before returning the rental receipt to the patron. If equipment is returned in damaged condition, annotate comments to that effect on the rental receipt and notify the office manager. If damage or loss is the result of negligence on the part of the borrower, accomplish restitution action using the following procedures:

1.7.5. Immediate Restitution: Provide the customer a replacement cost for the rental item or repair cost for the damage. If the patron elects this method, assess no further charges.

1.7.6. Deferred Restitution: If a customer wants to make restitution, but does not have adequate funds available for a one-time payment, follow procedures in either AFMAN 23-220, Reports of Survey for Air Force Property, for APF, or AFI 34-202, Protecting Nonappropriated Fund (NAF) Assets, for NAF.

1.7.7. Refunds: Refund deposits if the reservation is cancelled at least 48 hours in advance. If less than 48 hours, emergency leave or recall to duty are the only acceptable reasons for a refund.

In the case of emergency leaves, the member must show a copy of their completed AF Form 988, Leave Request/Authorization.

6.1.4. Limit knowledge of the combination to the safe to a minimum number of persons possible. Change the combination at least annually or upon release, discharge, transfer or separation of anyone knowing the combination, when it is compromised or more often as directed. Record combinations on SF 700, Security Container Information. Seal the envelope and have personnel with access to the combination, sign their names over the seal of the envelope. Tape seals with cellophane (clear) tape so as not to hide the signatures. Hand carry to the NAF LO, where they hold it for safekeeping and security. Personnel having access to safe combinations will memorize the combinations and not write the combinations down for future reference. When changing combinations, do not use numbers such as birthdays or social security numbers. Use numbers not easily detected. Post SF 700 on the inside door of the safe.

6.2.1. Stay calm, do not panic or excite the robber. Do not resist the robber in any way. Comply with all instructions or orders of the robber, offering no resistance.

6.2.2. Take a good look at the robber(s). Notice any details that will aid you in describing them and their mannerisms. When trying to determine height, weight and appearance, make comparisons between them and yourself or people you know. In addition, look at the numbers posted on the inside entrance to the display area visible from behind the counter. Use the anti-robbery checklist. Don't trust your memory.

6.2.3. Try to see the direction of flight the robber(s) takes when they leave. Vehicle description and license numbers are very important. Again, write the information down.

6.2.4. Notify the Security Forces desk at the earliest time possible.

6.3. Property. The activity manager must be aware of property under their control (NAF, appropriated and DRMO property) to detect misuse and prevent misappropriation. Update and check the NAF property list each month.

7.1.4.3. Cashier will not work out of an open cash register drawer.

7.1.4.4. Do not adjust sales rung up incorrectly on subsequent sales. Account for them with Approved Personnel, and adjust accordingly.

7.1.4.5. The closing cashier will count and input data into RecTrac End-of-Shift (EOS) worksheet, prepare deposits with AF Form 1875, detailing cash count, check total, charges.

Closing cashier will count resale inventory and record on Inventory Count Worksheet. AF Form 1875 is placed in locking “drop bag” and deposited in drop safe. All EOS paperwork is turned into Approved Personnel after closing the drawer. Approved Personnel will input EOS information into Services Agency Information System (SAIS) and will verify/approve deposit for submission.

OSAN PAINTBALL SAFETY ORIENTATION

GOGGLES

1- NEVER remove goggles. Goggles must be worn at all times inside the play area. There is no exception to this rule. Lost contacts, fogging, paint covered lens or even if you're not playing do not validate the removal of safety equipment. A paintball does not know if you're playing or not. Remember, the eyes that you save may be your own!

2- If your goggles fall off, if the strap brakes and the goggles fall off, or if the lens cracks- place your hands over your eyes, drop to the ground and yell for assistance. DO NOT LOOK AROUND! A referee will come to your aid.

3- If your goggles require cleaning, do not do this while playing. The referees could interpret it as cheating.

Wait until you are back in the non-play area and then clean them with a clean soft rag.

4- Do not leave your goggles sitting in direct sunlight for prolonged periods (they will melt!).

MARKERS

1- All markers will be chronographed to 280 feet per second.

2- Velocity adjusting tools or markers with manual external velocity adjustment capability will not be allowed on the playing field.

3- Never point your marker at anyone or anything while in the non-play area.

4- Safety buttons must be on (pushed in) and barrel covers must be installed while in the non-play area.

5- Do not disconnect C02 tanks. Only the field staff may remove them.

6- Do not leave your marker sitting in direct sunlight for prolonged periods (metal surfaces will be hot to the touch, plastic surfaces will melt and paintballs will melt in the hoppers).

7- Do not get markers wet. Paintballs are water soluble and their outer shell brakes down or expand with moisture. You WILL have all sorts of malfunctions with a wet marker.

8- Try not to get mud or dirt inside your barrels. Paintballs will break inside your barrels and your accuracy will be entirely void.

9- Do not use paintballs found on the ground. The dirt and grit on them could damage the internal barrel surface.

10- If you have a malfunction during play, call for a referee. If the referee cannot repair the malfunction, you have the option to stay in the game (as a spotter, attempt to get surrenders, a scout, the runner, etc. You will still be unable to shoot) or leave the field as if you were eliminated.

CLOTHING

1- Gortex or any other form of rain retardant gear is not allowed. It is too cushy and paintballs will not break when they impact this material.

2- "Kem Gear" is not allowed. It is too cushy and paintballs will not break when they impact this material.

3- No short pants are allowed. You can however wear them underneath coveralls or other long pants.

4- BDUs, DeUs or camouflage of all forms are recommended.

5- Wearing hats (baseball, "boonie", etc.) for further head protection is recommended.

6- Wearing gloves (pilot, vehicle operator, etc.) for hand and finger protection is highly recommended.

THE FIELD

1- No smoking on the field, and only in approved areas.

2- Do not throw trash on the field. Use provided trash cans.

3- Do not use the field as a restroom 4- No changing the field bunkers in any way.

5- No jumping over barricades.
