About this opportunity
The Fish and Wildlife Service seeks crack sealing, sealcoating, and restriping services on two parking lots at the Ottawa National Wildlife Refuge Visitor Center in Oak Harbor, Ohio, with proposals due August 14, 2026 at 3:00 PM Mountain Time. This is a total small business set-aside under NAICS 238990 with a $19 million size standard.
Performance runs September 1 through October 31, 2026. Work encompasses the West Lot (approximately 3,900 linear feet of hot-pour rubberized asphalt crack sealing, 26,000 square feet of single-coat sealcoating, and restriping of 69 stalls including 4 ADA-compliant accessible spaces, 2 EV charging stalls, and 4 crosswalks) and the RV/Bus Lot (approximately 5,200 linear feet of crack sealing, 34,568 square feet of sealcoating, restriping of 43 stalls, 10 directional arrows, 1 crosswalk, and 2 no-parking areas). All work must comply with ASTM D6690, MUTCD 11th Edition, and ADA 2010 Standards. Materials must meet specified standards including hot-pour rubberized asphalt (Type II or III), mineral-filled asphalt emulsion sealer, and waterborne acrylic traffic paint. Field work hours are 7:00 a.m.–9:00 p.m. Eastern during suitable weather conditions (minimum 50°F ambient and surface temperature through cure).
Contractors must attend a pre-bid walkthrough and verify quantities in the field. Davis-Bacon wage rates apply per Wage Determination OH20260095. No performance or payment bonds are required. A one-year warranty on workmanship and materials is required, excluding damage from abnormal loads, snowplow abrasion, or chemical spills. Evaluation uses lowest-price technically acceptable criteria with factors for price, technical capabilities and ability to deliver (5 pages maximum), and recent relevant experience (minimum two projects within five years). Submissions are lump-sum, firm-fixed-price via SAM.gov to johnny_luang-khot@ios.doi.gov.
