About this file

This is a Frequently Asked Questions (FAQ) document addressing clarifications for the Ottawa National Wildlife Refuge Parking Lot Project.

The document clarifies that no structural asphalt repairs or replacement of damaged asphalt layers or failed subbase materials are required under this contract. Contractors must identify problem areas and coordinate with the Contracting Officer's Representative (COR) or designee Refuge Manager to determine whether to treat or exclude these areas from the crackfill and sealcoating scope of work. Regarding marking and signage requirements, the contractor is not required to install new EV regulatory or wayfinding signs, posts, mounting hardware, or plaques; instead, existing EV designated parking areas must be restriped and painted as they currently exist. Drop-on glass beads are not required for this project. All crosswalk repainting must replicate the existing markings and patterns currently in use rather than implementing new high-visibility patterns such as ladder or continental markings. The contract encompasses two parking lots: the West Lot and the RV/Bus Lot.

FAQ Ottawa National Wildlife Refuge Parking Lot Project

Question 1: Structural Asphalt Repairs

Section 1.3 states:

“Contractor shall remove and replace the damaged asphalt layer and any failed sub-based materials beneath.”

However, Section 1.4 states:

“Work includes two parking lots (West Lot & RV/Bus Lot); no structural pavement replacement is included.”

Please confirm whether removal and replacement of alligator-cracked asphalt, damaged asphalt layers, or failed subbase materials is included in the contract.

Answer 1: No, removal or replacement of damaged asphalt layers or failed subbase materials will be required for this contract. Contractor should identify problem areas and discuss these areas with the COR (or designee Refuge Manager) to determine how to proceed with the proposed crackfill and sealcoating of these areas.

Question 2: If structural repairs are included, please provide the estimated locations, quantities, repair depths, required asphalt and subbase specifications, and how this work should be priced under the lump-sum price schedule.

Answer 2: No structural repairs will be required for the contract. The Contractor will be required to identify problem areas and discuss with the COR (or designee, Refuge Manager) prior to doing any work or exceeding areas from the full scope of work.

Question 3: If structural repairs are not included, please confirm that the contractor is only required to identify these areas and exclude them from crack sealing. Our understanding is that these areas would still receive the specified sealcoat.

Answer 3: Yes, the Contractor will be required to identify problem areas and work with the

COR (or designee, Refuge Manager) to develop a strategy on how to proceed with the identified areas (i.e., treat or exclude).

Question 4: Conditional and Unspecified Marking Requirements

The Statement of Work identifies EV regulatory or wayfinding signs “if requested by the

COR” and drop-on glass beads where night visibility is specified.

For base-scope pricing, please confirm:

• Whether new EV regulatory or wayfinding signs, posts, mounting hardware, or plaques are required.

No, new signs will NOT be required. The Contractor will be required to restripe and paint the EV designated parking areas as existing.

• Question Whether drop-on glass beads are required and, if so, which pavement markings require them.

Drop-on glass beads will NOT be required for this project.

• Which high-visibility pattern should be used for the five crosswalks, such as ladder or continental markings.

The Contractor will be required to restripe and paint the five crosswalks like how the crosswalks were previously marked. All repainting of lines and markings will need to be like what is currently used.
