About this opportunity
The Department of the Interior's Interior Business Center, procuring on behalf of the Occupational Safety and Health Administration, seeks architect-engineer design and project phasing services for renovation of OSHA exterior suites in the Frances Perkins Building, Washington, DC, with proposals due October 13, 2026 and questions due September 23, 2026. This is a total small business set-aside under NAICS 541310 (Architectural Services, $12.5 million size standard).
Place of performance is 200 Constitution Avenue NW, Washington, DC 20210, covering approximately 37,418 square feet across suites N3100, N3600, and N3700 on the third floor. The contract is firm-fixed price with a 12-month period of performance from award; optional Construction Procurement Assistance and Management Services may extend performance an additional 12 months. The estimated construction cost exceeds $10 million, with a six percent fee limitation applicable only to final design preparation.
The A/E must provide comprehensive design services through the Construction Documentation phase, incorporating architectural, interior design, mechanical, electrical, plumbing, and fire and life safety design. The scope includes designing for eight SES private offices, 30 GS15/14 private offices, and 238 workstations, with emphasis on consolidating non-contiguous space, maximizing daylighting access through demountable walls with glass elements, energy conservation, asbestos mitigation (known asbestos-containing materials in red HVAC duct mastic and floor tiles), and renovation phasing that minimizes disruption using swing-space strategies. All design must comply with PBS P100 Facilities Standards, the International Building Code, NFPA standards, and ABAAS accessibility standards.
Offerors must be licensed and registered to practice architecture and engineering in Washington, DC prior to award and registered in SAM. Key personnel require minimum ten years of experience in their respective roles (Principal Architect, Senior Project Manager, Senior Interior Designer). Evaluation criteria, in descending order of importance: professional qualifications of key personnel; specialized experience and technical competence demonstrated through three to seven projects completed within the past seven years; capacity to accomplish work in the required timeframe; and past performance on relevant projects. Firms submit Standard Form 330 (Part I not exceeding 75 pages) with organizational charts, resumes, and project examples including scope, location, design contract value, construction cost, customer contact, and five to ten color photographs. An organized site visit is scheduled for September 18, 2026 at 10:00am ET. The three most highly qualified firms are selected; the top firm receives approximately 14 days to submit a price proposal for negotiation to ensure fair and reasonable pricing before award. Contracting Officer: Ericka Graham, ericka_graham@ibc.doi.gov, 571-560-2329.
