About this file

This is a Questions and Answers (Q&A) document for the OSHA Renovation Design & Phasing project, Solicitation Number 140D0426R0111. The document addresses 38 clarifications submitted by prospective firms regarding the Request for Proposal (RFP), Statement of Work (SOW), and associated solicitation documents.

Key personnel requirements specify that architects and engineers must be licensed and registered in the District of Columbia by the proposal submission date, with AE firms required to be licensed and registered in D.C. by award. On-going projects are eligible if at least one year is completed and sufficient project completion can demonstrate specialized experience with available CPARS or PPQ documentation. The same individual may serve as both Principal Architect and Senior Architect if qualifications and availability are demonstrated. Submission requirements include a maximum 75-page limit for Part I of the SF330, with a cover letter and organizational chart counted toward this limit. Microsoft Word or InDesign may be used for the SF330 submission. The building, constructed in 1975, is not on the National Register of Historic Places and has been renovated at least once, most recently in 2019. The project involves interior renovation of OSHA suites with known asbestos-containing materials in red HVAC duct mastic and certain floor tiles; abatement plans must be incorporated into the design scope. A REVIT floor plan will be provided to the awardee, though it contains only floor plan information without mechanical, electrical, plumbing, structural, or life safety drawings; legacy PDF drawings will also be available. The phasing plan must utilize OSHA office space as swing space to accommodate staff during renovation, with core space available on the 3rd Floor North. Existing electrical and telecommunications pedestals will be removed and filled with very few exceptions. The solicitation was amended to include estimated construction cost information under FAR 52.236-22. The design must comply with the latest version of PBS-P100 Facilities Standards for the Public Buildings Service.

16 SOW 1.5.9 4

What is the Level of Detail (LOD) and accuracy of the existing REVIT model to be provided upon award? Is the A/E firm expected to perform a complete field survey, or verify dimensions based on existing BIM files?

The floorplan is accurate and while verification of dimensions is advisable a COMPLETE field survey is unnecessary. That said the model is a floor plan ONLY, there are no mechanical, electrical, plumbing, structural, or life safety drawings linked. Elevations and Sections cut would not be assumed to be accurate. OSHA will also be able to provide "Legacy" drawings to the awardee.

Yes. 2.1 Project Scope

17 SOW 2.5.4 11

To assist offerors in establishing appropriate design scale for the 35% concept options, can the Government provide an Estimated Construction Cost at Award (ECCA) budget range

Solicitation was amended to include the full text version of 52.236-22 which includes that information.

Yes

18 Solicitation 1.25 6

Section 1.25 and Statement of Work paragraph 2.2.3 both list a Senior/Principal Architect. Is this a single position rather than two, and may the firm's principal serve in it?

Yes. The labor category in the SOW was updated to match the solicitation.

Yes

Attachment A, Statement of Work 1.5.9 4

The Statement of Work notes that the Department of Labor has a completed asbestos testing report. May that report be provided to offerors before the 10/13/2026 proposal date, or will it be released only to the awarded firm?

The building has known asbestos containing material in red color HVAC duct mastic in the ceiling and certain floor tiles and mastic.

No

Attachment A, Statement of Work 1.5.9 4

The Statement of Work provides a PDF floor plan and states a Revit file will follow upon award. At the 09/18/2026 site visit the Government representative stated that no as-built drawings are available. Will existing drawings be provided to the awarded firm, and if none exist, is field verification and documentation of existing conditions to be included in the design scope?

A REVIT floor plan will be provided to the awardee. The REVIT model is not complete with mechanical, electrical, plumbing, sturctural, or life safety drawings. The awarded firm will also have acess to "Legacy" PDF format drawings.

Yes. 2.1 Project Scope

21 Solicitation 1.23 5

Can the Government provide an estimated construction cost range or budget for the renovation, so the phasing plan and design decisions can be developed against a realistic target?

Solicitation was amended to include the full text version of 52.236-22 which includes that information.

Yes

22 Solicitation 4.3 19 Will an SF330 assembled in Microsoft Word and submitted as a PDF be accepted, and is there a file size limit on the submission link?

Yes. No file size limitations.

No

Attachment A, Statement of Work, floor plan Floor plan a 19

Are any of the areas not colored on the provided floor plan available as swing space during phasing, and will the departments currently occupying them be relocated temporarily to create make-up space for OSHA staff?

No. The non-colored areas on the floor plan do not belong to OSHA and cannot be used a swing space. The Phased Plan must incorporate the use of OSHA office space as swing space to accommodate OSHA staff during each phase of the renovation. OSHA does have "core" space (colored) on the 3rd Floor North that can be used while the "perimeter" space is being renovated. Yes. 2.5.6

Phasing Plan

Attachment A, Statement of Work, floor plan Floor plan a 19

Are any of the areas not colored on the provided floor plan available to be absorbed into the OSHA program of spaces in the final layout?

No

No

Attachment A, Statement of Work 2.0, Scope 5

Interior rooms throughout the suites are signed Shelter In Place. How many square feet of shelter in place area must the new layout provide, and is there a required location or adjacency?

No, OASAM Security Center requires existing Shelter In Place locations to stay in current suite. Note if floor plan changes and/or any demising walls close off a location for OASAM SC to update their plans. No
