About this opportunity
The Federal Highway Administration is procuring pavement preservation services across three National Park Service locations in Oregon and Southern Washington: Fort Vancouver National Historic Site, Lewis and Clark National Historic Park, and Oregon Caves National Monument and Preserve. The work consists of crack sealing, patching, application of micro surface treatments, and pavement marking on approximately 3.85 miles of roadways and parking areas. This project will be solicited through the Western Region Pavement Preservation MATOC to eligible IDIQ contractors, and interested vendors must register with SAM.gov to view the Interested Vendors List and receive notifications when solicitation documents are posted. The preliminary plans were posted on November 5, 2025, followed by a Notice to Prospective Offerors on November 12, 2025, with the solicitation expected to be released during the winter of 2025/2026. Technical questions should be directed to wfl.plansspec@dot.gov, and vendors are encouraged to conduct site visits during fall 2025, noting that access to Oregon Caves becomes weather-dependent after November 1, 2025.
This procurement carries no set-aside designations and will be awarded as a negotiated firm-fixed-price task order under solicitation number 69056725R000004. The estimated price range is between $2,000,000 and $5,000,000, with completion anticipated for Summer 2026. The contract structure includes a Base schedule plus two optional elements: Option X for parking areas and Option Y for additional preservation work at Fort Vancouver National Historic Site. Key project quantities include 116,000 square yards of micro surfacing Type 2, 160,000 linear feet of pavement markings, and 1,750 flagger hours for temporary traffic control. The work also encompasses asphalt concrete patching, fog sealing, and standard construction requirements including mobilization, contractor quality control, and material sampling and testing across all schedule components.
