About this opportunity

The Federal Highway Administration's Eastern Federal Lands Highway Division is soliciting sealed bids on behalf of the National Park Service to resurface the Natchez Trace Parkway under Project MS NP NATR 3F26 (Solicitation 693C73-27-B-000001), with bids due November 3, 2026 at 2:00 p.m. EST as extended by Amendment 0002. The procurement is unrestricted ("No Set-Aside Used") and open to all business concerns, with a 10% price evaluation preference for eligible HUBZone small business concerns.

Place of performance is Chickasaw County, Mississippi. Scope covers milling, asphalt overlay, shoulder widening, spot reconstruction, pavement markings, and raised profile striping at bridge approaches across ramps, bridges, intersections, and parking and pull-off areas. The categorical exclusion dated April 27, 2026 requires bat-protection timing windows for tree removal and bridge and culvert work (August 1 to December 14 or February 16 to May 14), and a qualified biologist must assess structures for bat use if work occurs outside those windows.

Estimated total project cost is $10,000,000 to $12,000,000, divided into a base contract (Schedule A) and four government options (Schedules B through E), with performance periods of 57 to 469 calendar days depending on which schedules are awarded. Award goes to the lowest responsive, responsible bidder based on evaluation total price of all schedules. Bid guarantee is 20 percent of the bid price or $3,000,000, whichever is less, and performance and payment bonds are mandatory. Bidders must submit the SF-1442, bid schedule, SF-24 bid bond, and bidder's qualification form. Large businesses must submit a subcontracting plan with goals of 43.02% small business, 5% small disadvantaged business, 3% HUBZone, 5% women-owned small business, and 5% service-disabled veteran-owned small business. Active SAM registration is required at submission, and VETS-4212 completion applies.

Amendment 0002 superseded the October 20, 2026 bid opening set by Amendment 0001 and the November 10, 2026 due date on the original notice. Questions go to eflhd.contracts@dot.gov and must include the solicitation number, project name and number, requesting firm, point of contact, and telephone number; responses will issue in a forthcoming amendment. Amendment 0003, posted October 27, 2026, restates the scope and registration requirements. Contract administration rests with Jameel Siddiqi (Acting Administrative Contracting Officer) and Nirmaldas Patel (Construction Operations Engineer), with the contracting office at Quantum Park in Ashburn, Virginia.
