About this opportunity

The Indian Health Service is procuring one Optos Daytona P200T ultra-widefield retinal imaging camera for the Warm Springs Health & Wellness Center's optometry department in Oregon. This specialized medical equipment is required to diagnose and track retinal diseases associated with diabetes, glaucoma, and macular degeneration, with the unique capability of capturing over 200 degrees of the retina in a single image without stitching. The procurement includes supply, delivery, installation, and training services, with the contractor required to ensure proper equipment operation and provide a 3-year warranty. The solicitation operates as a Request for Quotation under a firm fixed-price commercial item contract, evaluated solely on price and past performance criteria. Offerors must submit their proposals by September 17, 2025, at 9:30 AM PST, with delivery required within 30 days after receipt of order.

This procurement has undergone multiple amendments to its set-aside designation, initially designated for Indian Small Business Economic Enterprise (ISBEE), then changed to Service-Disabled Veteran-Owned Small Business (SDVOSB), and finally modified to a Total Small Business Set-Aside. The brand name justification indicates this is a sole-source procurement for the Optos Daytona model, as it is the only device capable of the required ultra-wide field imaging specifications that increase retinal visualization by over 50% compared to other available cameras. The equipment will be installed at the Warm Springs Health & Wellness Center located at 1270 Kot-Num Road, Warm Springs, Oregon 97761. Performance requirements include on-site installation, personnel training, and ensuring full operational capability within the 30-day delivery window, with the procurement falling under NAICS code 339112 for Surgical and Medical Instrument Manufacturing.
