About this opportunity
The Department of Veterans Affairs Veterans Integrated Service Network 15 seeks ophthalmic equipment for the Harry S. Truman VA Medical Center, with proposals due August 18, 2026 and questions due August 11, 2026. This is a total small business set-aside; the NAICS code is 339112, Surgical and Medical Instrument Manufacturing, with a size standard of 1,000 employees.
Place of performance is Columbia, Missouri, with delivery required 90 days after receipt of order and installation completed by January 31, 2027. The solicitation was updated on August 7, 2026 to include an Optical Biometer system with corneal topography, pachymetry, full-length OCT imaging, swept source biometry with Haigis calculation formulas, and multiple imaging modes (True Color, Fluorescein Angiography, Autofluorescence, Infrared reflectance, and Stereo). The equipment must include a monitor, be FORUM-compatible with current and future VA EHR systems, and meet federal cybersecurity standards. All equipment must include two-year manufacturer warranties and two sets of user and technical manuals. The contract includes four line items: Optical Biometer (CLIN 0001), Software (CLIN 0002), white-glove installation service (CLIN 0003), and training to be completed within 45 days after installation (CLIN 0004).
Offerors must be registered in SAM and verified in the SBA Small Business Search at time of offer submission and contract award; unverified firms are considered non-responsive. Vendors must submit an OEM authorized distributor letter or be deemed non-responsive. Evaluation emphasizes technical capability and past performance from the last three years significantly more heavily than price. The procurement is firm-fixed-price. Offerors must acknowledge receipt of all amendments prior to the deadline by completing and returning the amendment, acknowledging receipt on each copy of the offer, or sending a separate letter or electronic communication referencing both solicitation and amendment numbers.
