About this opportunity

The U.S. Forest Service is preparing to procure commercially available software and system support services for the Operational Loads Monitoring System (OLMS), with solicitation anticipated in early FY27. No set-aside applies. This is a Request for Information (RFI) with responses due by 3:00 PM EST on October 19, 2026; questions must be submitted by 3:00 PM EST on October 12, 2026 to Cori Gonzales at corrine.gonzales@usda.gov.

OLMS is a web-based application that assesses and analyzes operational loads data from air tankers during aerial firefighting missions, processing approximately 17,000 files annually across 68 aircraft from multiple manufacturers. Performance location is Forest Service installations, with 24-hour file upload expectations and monthly PDF report delivery required. The contractor must provide hosting in either the Government's Azure cloud environment or a FedRAMP-authorized environment at the Moderate level; if Government-hosted, FAMAuth integration is required. Database options include Government-provided EnterpriseDB PostgreSQL or Microsoft SQL Server 2019, or contractor-provided containerized alternatives. The incumbent contractor is Hottinger Bruel & Kjaer Solutions LLC under contract 12760422P0018 (valued at $864,884.21, expiring April 24, 2027). Performance requirements include 99% system uptime, 24-hour help desk first response, and support for approximately 10–12 help desk tickets annually. The contract will be firm fixed price under NAICS 513210. Personnel must pass Tier 2 background investigation and hold USDA Personal Identity Verification credentials. The awardee must be a U.S.-based company. Contract structure will include a base year plus up to four one-year option periods, with separable CLINs anticipated for software licensing, data acquisition, and engineering analysis.
