About this file

This is a Request for Information (RFI) issued by the USDA Forest Service (FS) National Procurement Operations, IT Contract Branch, dated October 5, 2026, regarding the Operational Loads Monitoring System (OLMS).

The FS seeks information on commercially available software and system support services for OLMS, a web-based application that assesses and analyzes operational loads data collected from air tankers during aerial firefighting missions. OLMS processes flight data including aircraft gross weight, wind gust loads, and maneuver loads, converting raw data into engineering units to enable analysis and reporting. The system supports fewer than 15 current users and is used by the FS, university research partners, and aircraft operators to analyze structural health impacts, set inspection intervals, and manage aircraft service life in challenging aerial firefighting conditions. The RFI explicitly states this is for information and planning purposes only, does not constitute a commitment to contract, and no payment will be provided for responses. Not responding does not preclude participation in any future solicitation.

Respondents must submit questions by 3:00 PM EST on October 12, 2026, and full responses by 3:00 PM EST on October 19, 2026, to Cori Gonzales at corrine.gonzales@usda.gov. The RFI requests company information (name, headquarters, UEI, CAGE code, NAICS codes, business size and socio-economic status) and specific feedback on whether vendors have COTS or FedRAMP-certified SaaS solutions meeting the PWS requirements, whether the technical requirements in the PWS are adequately detailed and clear, and what additional information may be needed to quote level of effort for system support.

Request for Information Operational Loads Monitoring System (OLMS)

Date: October 5, 2026

Issuing/Using Agency:

USDA Forest Service (FS), National Procurement Operations (NPO), Procurement and Property Services (PPS), Information Technology Contracting Branch

1. Summary

This Request for Information (RFI) is issued solely for information and planning purposes; it does not constitute a Request for Quote (RFQ) or a promise to issue an RFQ in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, USDA is not at this time seeking quotes and will not accept unsolicited proposals. The Government will not pay for any information/items submitted in response to the RFI. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFQ, if any issued. No determination as to the viability of this requirement has been made at this point and there is currently no solicitation for this effort. Any solicitation resulting from this RFI will be announced separately.

2. Objective

The FS seeks to acquire and utilize commercially available software and system support services for the Operational Loads Monitoring System (OLMS). Following two catastrophic in-flight failures of heavy air tankers in 2002, the National Transportation Safety Board (NTSB) issued Recommendation A-04-29 stating that the FS should

“develop maintenance and inspection programs for aircraft that are used in firefighting operations that take into account and are based on the magnitude of maneuver loading and the level of turbulence in the firefighting environment and the effect of these factors on remaining operational life.” OLMS was developed to accomplish these objectives by enabling the FS to identify the magnitude and frequency of maneuver loading and level of turbulence experienced by aircraft performing aerial firefighting missions.

OLMS is a web-based application used for the assessment and analysis of operational loads data, such as aircraft gross weight, wind gust loads, and maneuver loads, collected from air tankers during aerial firefighting missions. Currently, aircraft recorders collect the operational loads data in raw data files which are sent to a FS FTP File Share site and then ingested and processed by OLMS. OLMS converts flight data to engineering units and enables data analysis and reporting.

The data collected in OLMS is used by the FS to analyze the impact of these loads on the structural health and service life of each aircraft, and to ensure that inspection intervals are appropriately set for aircraft operating in the challenging conditions of aerial firefighting. The data is available to the FS as well as to university research partners and operators of the aircraft for their statistics and use. Aircraft operators utilize the data to determine needs for required individual aircraft structural health management. OLMS currently supports a user base of fewer than fifteen users, although this is subject to change.
