About this opportunity
The U.S. Geological Survey (USGS) Reston Acquisition Branch intends to award a non-competitive purchase order for mass spectrometer maintenance to Spectromat Massenspektrometer GMBH, located in Bremen, Germany. The maintenance will be performed for a mass spectrometer at the USGS Radiogenic Isotopes Laboratory in Reston, Virginia. According to the Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), Spectromat is the sole source reasonably available for this requirement, as they are the original manufacturer with proprietary rights to the equipment's software and components. The purchase order will cover one year of maintenance services, with an anticipated award date of April 4, 2025. Responses must be submitted via email to Daniel Galvin at dgalvin@usgs.gov, and vendors must be registered in the System for Award Management (SAM.gov) to be eligible for the award.
The contract opportunity is not set aside for any specific category of business, and it falls under NAICS code 811210 for Electronic and Precision Equipment Repair and Maintenance, with a size standard of $34.0 million. The anticipated contract will be firm fixed-price, with a performance period of one year and no option periods. Spectromat is the incumbent and only potential contractor due to their unique position as the sole manufacturer and service provider for this specialized equipment. While the precise contract value is not specified, the non-competitive nature of the procurement suggests a direct arrangement based on the vendor's exclusive technical capabilities. The procurement process emphasizes Spectromat's proprietary knowledge and rights, which effectively eliminate competitive bidding for this specific maintenance requirement.
