About this opportunity
The United States Marine Corps seeks on-site annual flow testing of Self-Contained Breathing Apparatus (SCBA) equipment across five installations in California, with proposals due September 8, 2026. This is a full and open competition, firm-fixed-price procurement under FAR Part 12 commercial acquisition procedures.
Place of performance spans five MCIWest installations: Marine Corps Base Camp Pendleton, Marine Corps Air Station Miramar, Marine Corps Logistics Base Barstow, Marine Corps Air Ground Combat Center 29 Palms, and Marine Corps Mountain Warfare Training Center Bridgeport, all in California. All work must be performed on-site by OEM-certified 3M Scott technicians.
The contractor must perform 100% visual inspection, functional servicing, and calibrated test-bench flow testing on all SCBA assemblies, regulators, masks, and related equipment in compliance with NFPA 1852, NFPA 1404, NFPA 1500, OSHA 29 CFR 1910.134, and 3M Scott OEM specifications. Amendment 0002 (effective September 2) specifies cylinder quantities by location totaling 715 cylinders across all five sites. The contractor must maintain no more than 10% of front-line SCBA inventory per fire station out of service at any time.
The base period runs 12 months (September 23, 2026 through September 22, 2027) with four optional 12-month renewal periods and a possible six-month extension. The base year includes six CLINs covering flow testing at each location plus one unscheduled maintenance and equipment repair CLIN capped at $30,000; option years follow the same structure with repair caps increasing to $35,000 annually. The NAICS code is 811310 with a $12.5 million small business size standard. Award will be made using Lowest Price Technically Acceptable (LPTA) methodology. Quoters must submit OEM certifications for all personnel, a records management capability statement, an operational plan not exceeding two pages, and detailed Excel-format pricing with hourly labor rates for unscheduled repairs. Service Contract Act prevailing wage determinations apply for San Diego, Riverside, San Bernardino, and Mono Counties. Amendments 0001 and 0002 provide clarifications on battery provision, cylinder specifications, and operational logistics.
