About this opportunity

The United States Marine Corps is preparing to solicit on-site flow testing and servicing of Scott Safety 3M brand Self-Contained Breathing Apparatus (SCBA) equipment, with a capabilities statement deadline of August 10, 2026. This is a sources-sought market research phase; no set-aside is anticipated.

Work is performed on-site at five Marine Corps installations: MCB Camp Pendleton, MCAS Miramar, MCLB Barstow, MCAGCC Twentynine Palms, and MCMWTC Bridgeport. Services include annual inspection, testing, cleaning, certification, calibration, repairs, and maintenance of SCBA harnesses and masks (standard and modified for CBRNE), additional SCBA masks, Confined Space Escape Packs, and Rapid Intervention Crew Drag Bags. All work must be performed by certified technicians and comply with NFPA 1852, NFPA 1404, NFPA 1500, OSHA standards, and Scott Safety 3M manufacturer standards.

Base-year quantities across all five locations total 159–180 SCBA Harness and Masks, 83–135 Additional SCBA Masks, 9–10 Confined Space Escape Packs, and 14–5 RIC Drag Bags, with option-year quantities specified. Testing includes automatic positive pressure, opening pressure, positive pressure, relief valve pressure, by-pass function, and leakage testing. The contractor must complete all testing within thirty days following the end of each testing cycle, maintain accountability for equipment, and submit data in Microsoft Excel or Adobe PDF format with serial numbers, inspection results, testing outcomes, defects with photos, repair status, return dates, and inspector names. Equipment repairs exceeding routine maintenance require written estimates within three business days and written authorization before work commences. The contractor is responsible for off-installation waste disposal with receipts provided to the Contracting Officer's Representative.

Interested contractors should submit capabilities statements addressing company profile, relevant experience within the last three years, and intent to subcontract to corey.slivnik@usmc.mil, jarren.cristales@usmc.mil, and maria.caceres@usmc.mil by August 10, 2026 at 9:00 AM Pacific Time.
