About this file
This is a Technical Acceptability Checklist for Self-Contained Breathing Apparatus (SCBA) Services, specifically for annual flow testing and maintenance activities. The checklist applies to five MCIWest installations: MCB Camp Pendleton, MCAS Miramar, MCLB Barstow, MCAGCC 29 Palms, and MCMWTC Bridgeport. All services must comply with NFPA 1852, NFPA 1404, NFPA 1500, OSHA 29 CFR 1910 and 1910.134, and 3M Scott OEM specifications.
The checklist contains four mandatory technical requirements that quoters must address in Volume I: Technical Submission. Quoters must provide copies of current, valid 3M Scott Fire & Safety technician certifications for all proposed personnel; submit a written statement confirming use of calibrated PosiChek 3 testing benches and compliance with all applicable standards; demonstrate records management capability to deliver testing and maintenance data in Excel/PDF format to the Contracting Officer's Representative within thirty days and provide data-entry support for the USMC "First Due" database; and provide a concise operational plan (not exceeding two pages) addressing logistical approach and schedule management to ensure no more than 10% of front-line SCBA inventory per fire station is out of service at any time. The checklist requires quoter certification that all submitted information meets minimum technical requirements outlined in the checklist, PWS Section C, Section L, and Section M.
