About this file

This is a Request for Quotation (RFQ) for annual Self-Contained Breathing Apparatus (SCBA) flow testing services for Marine Corps Installations West (MCIWest) Fire and Emergency Services departments. The contract covers five installations: MCB Camp Pendleton, MCAS Miramar, MCLB Barstow, MCAGCC 29 Palms, and MCMWTC Bridgeport in California. The solicitation is for a single-award, firm-fixed-price (FFP) contract with a base period of 12 months (September 23, 2026 – September 22, 2027) and four optional 12-month periods, plus a possible six-month extension. The NAICS code is 811310 (Commercial and Industrial Machinery and Equipment Repair and Maintenance) with a $12.5 million small business size standard. The procurement is full and open competition utilizing FAR Part 12 commercial acquisition procedures.

The contractor must perform 100% visual inspection, functional servicing, and calibrated test-bench flow testing on all SCBA assemblies, regulators, masks, and related equipment in compliance with NFPA 1852, NFPA 1404, NFPA 1500, OSHA 29 CFR 1910.134, and 3M Scott OEM specifications. All work must be performed by OEM-certified technicians on-site at each installation. The base year includes six CLINs covering flow testing at each of the five locations plus an unscheduled maintenance and equipment repair CLIN (capped at $30,000). Option years follow the same structure with repair caps increasing to $35,000 annually. Quoters must submit three volumes: (1) technical submission with OEM certifications, equipment methodology statement, records management capability, operational plan for geographic coverage, and completed technical acceptability checklist; (2) past performance references from the last three years; and (3) pricing including all-inclusive CLIN pricing, hourly labor rates for unscheduled repairs, and a detailed Microsoft Excel cost breakdown spreadsheet. Quotes are due by 08 September 2026 at 2:00 PM Pacific Time and must remain valid for 90 days. Award will be made to the lowest-priced, technically acceptable quoter with acceptable past performance using a Lowest Price Technically Acceptable (LPTA) evaluation methodology.

C4.2 Equipment Repairs (Unscheduled Maintenance).

1. Scope of Unscheduled Repairs. Routine minor adjustments, standard component servicing, and test-bench tuning are considered basic flow-testing services and are included in the firm-fixed-price annual flow testing task (Section C4.1). During the execution of annual flow testing, the Contractor may identify defective, worn, or damaged components requiring repairs that exceed routine servicing. The Contractor shall document the condition of the equipment, detail the root cause/failure mode, and substantiate why routine servicing will not return the equipment to OEM specifications. Equipment Repairs (Unscheduled Maintenance) will be authorized and funded via Sub-Contract Line Item Numbers (SLINs) issued under the Unscheduled Maintenance & Equipment Repair CLINs.

2. Repair Location. To maintain emergency response readiness and minimize out-of-service time, repairs shall be performed on-site whenever feasible. If on-site repair is not practicable due to technical complexity, specialized factory tooling requirements, environmental constraints, or extended parts lead times:

a. The Contractor may request permission to transport the equipment to an off-site certified facility.

b. Off-site transport and repair require prior written approval from the Contracting Officer's Representative

(COR).

c. The Contractor shall remain responsible for chain of custody and accountability under Section C8 until the equipment is returned and accepted on-site.

3. Work Estimate Procedure. For any repair exceeding routine servicing, the Contractor shall submit a formal written estimate to the COR within three (3) business days of identifying the deficiency. The estimate shall include:

a. Equipment description, asset identifier, and serial number.

b. Detailed description of the defect, root cause, and corrective action required.

c. Itemized bill of materials (BOM) detailing OEM part numbers, descriptions, required quantities, and actual unit pricing (price in accordance with the established contract terms under the Unscheduled parts/Materials CLIN).

d. Estimated labor hours required to complete the repair, calculated using the established contract hourly labor rate.

e. Estimated parts delivery lead time and projected date for return to full service.

4. Evaluation and Authorization to Proceed.

a. The COR and Contracting Officer will evaluate the written estimate for scope compliance and price reasonableness.

b. Funding will be obligated to SLINs under the respective parent Unscheduled Maintenance & Equipment Repair CLIN via bilateral modification as repairs are authorized.

c. The Government reserves the right to obtain independent technical evaluation, decline the repair, or determine that replacing the unit is more cost-effective.

d. Strict Authorization Requirement: The Contractor shall not commence repair work, order parts, or incur billable costs until written authorization (e.g., formal Task/Delivery Order, Bilateral Contract Modification, or written authorization from a warranted Contracting Officer or formally designated Ordering Official) has been issued. Verbal authorizations are strictly prohibited and do not constitute legal authorization to proceed.

5. Post-Repair Certification. Following completion of any authorized repair, the Contractor shall re-test the SCBA unit on the calibrated test bench in accordance with Section C4.1 and OEM standards at no additional testing charge to the Government. The unit shall only be returned to active service after passing all required performance tests, with documentation recorded in the service loge and uploaded to the records management database per Section C9.

C5. TURNAROUND TIME.

The Contractor shall provide each fire station a proposed annual schedule for SCBA equipment flow testing for the service period within fifteen (15) days following contract award.

The Contractor shall coordinate testing so that no more than 10% of front-line SCBA inventory per station is out of service at any given time, ensuring uninterrupted emergency response readiness.

The schedule is subject to approval by the COR.

C6. ENFORCING MANUFACTURER'S WARRANTY.

Upon discovery of a defect covered by the manufacturer's warranty, the Contractor shall notify the COR.

C7. EQUIPMENT REPLACEMENT.

The Contractor shall provide notice to the Government if any or all components of the SCBA equipment cannot be repaired and need to be replaced.

C8. ACCOUNTABILITY.

The Contractor is responsible for an accountability system for all equipment serviced. The Contractor assumes responsibility of the SCBA equipment until they are returned to the appropriate MCIWEST F&ES Department. Until the equipment is accepted by the appropriate MCIWEST F&ES Department, possession rests with the Contractor. The Contractor will process all the necessary documentation to ensure full replacement of any lost or damaged equipment while in the Contractor's possession. The Contractor shall report any lost or damaged equipment to the COR within forty-eight (48) hours of being identified.

C9. DATA MANAGEMENT.

The Contractor shall maintain data in the form of a Microsoft Excel Workbook or Adobe PDF for tracking the testing services of the SCBA equipment. The data shall include the following elements: equipment serial number, inspection results, testing results, defects found (with photos), cleaning status (if applicable), repair status (if applicable), dates of return to service, and name of the inspector.

This data shall be delivered via email upon request or made available through a database to the COR. All data shall be turned over within thirty (30) calendar days following the end of each testing.

The Contractor will provide data-entry support to enter service/maintenance and testing information into the USM Fire and Emergency Services Records Management database (First Due). Testing will be uploaded into the appropriate areas/modules of First Due. The department First Due system administrator will provide log on and password credentials via the Common Access Card (CAC) to the system once contractor personnel are on the installation and keep those credentials active throughout the contract.
