General Services Administration, Region 10, is issuing a request for proposal (RFP) for Operations and Maintenance (O&M) Services at Jackson Federal Building (JFB) and Federal Office Building (FOB) in Seattle, Washington. The resulting contract award will require all labor, management, supervision, tools, material, and equipment required to perform facilities investment services, inclusive of a preventative maintenance program and repairs for facilities.

The O&M Services work includes a preventative maintenance program for facilities, installed equipment, and systems to ensure proper operation, minimize breakdowns, and maximize useful life. The work also includes service orders, both urgent and routine, maintenance on HVAC and refrigeration systems, fire protection systems, and other recurring services.

The Government intends to award one Indefinite Delivery/Indefinite Quantity contract to the responsible offeror whose proposal constitutes the most advantageous approach to meeting the Operation and Maintenance (O&M) Services outlined in the Performance Work Statement. Award will be made utilizing a best value trade off source selection method in accordance with FAR 15.101-1 and will consider responses to technical evaluation questions, responses to service delivery questions, responses to switchgear subcontractor selection information, past performance information and price as described in the RFP Package. This may result in an award being made to other than the lowest priced Offeror or other than the highest technically rated offeror consistent with the evaluation factors.

Upon receipt of proposals, the Contract Specialist will review all proposals to confirm each Offeror's responsibility and determine responsiveness. The proposals that have been determined responsible and responsive will be forwarded to the Source Selection Evaluation Board (SSEB) for technical evaluation. The SSEB will then individually evaluate all proposals for technical quality and will rate each technical factor as Exceptional, Very Good, Acceptable, Marginal, or Unacceptable. All proposals that have been determined not-responsible and/or non-responsive will be rejected and will not be evaluated for award.

Narrative descriptions supporting each rating will be provided by the SSEB. During a consensus meeting, the proposals will be ranked and assigned a ranking from highest (the most exceptional) to the lowest (Unacceptable) as agreed to by the team. After the rankings are completed, the prices for each proposal will be evaluated by the Contract Specialist who will conduct price analysis based on comparisons to competitive proposals and the Independent Government Estimate (IGE) and determine price reasonableness. A trade off evaluation will then occur with a final determination made of the proposal providing the best value to the Government. The Government reserves the right to perform rigorous tradeoff analysis of the highest technically rated higher priced proposal to analyze and determine whether the perceived benefits of the higher priced proposal shall merit the additional cost.

The following conditions shall be met in order to be eligible for award:

Responsibility: The Offeror must be responsible according to the standards in FAR Subpart 9.1.

Responsiveness: The Offerors must respond to all technical evaluation factors in Volume III and IV as instructed in Attachment 10 and submit TWO (2) Sets of Volume III technical evaluation factors.

1. The First Set of Volume III shall remove any and all identifying information of the Offeror and must be submitted on 8 inch X 11 inch "letter size" Microsoft Word or PDF documents. As in-structed in Attachments 11, 12 and 13, The Offeror shall use Times New Roman Font - Size 12 with One (1) inch X One (1) inch Margin on Top, Bottom, Left and Right of each page of the document. Failure to "remove" any identifying information of the Offeror on the "First Set of Volume III" will be construed as the Offeror's "inability" to follow simple instruction, which will render the proposal non-responsive.

2. The Second Set of Volume III shall include any identifying information of the Offeror and must be submitted on 8 inch X 11 inch "letter size" Microsoft Word or PDF documents. As instructed in Attachments 11, 12 and 13, The Offeror shall use Times New Roman Font - Size 12.

In order to promote impartiality, provide fair competition, avoid appearance of biases, and enhance the integrity of source selection evaluation process, the SSEB will evaluate the First Set of Volume III technical evaluation factors. Therefore, it is imperative that the Offeror carefully prepare and submit all proposal volumes as instructed herein. Otherwise the proposal will be rendered "non-responsive."

Acceptability of Offers: The Offeror's proposal must comply with requirements of law, regulation and all conditions set forth in the solicitation. The Offeror's proposal must demonstrate a clear understand-ing of the work requirements of the contract. The Government does not assume a duty to search for clarification data to cure problems or inconsistencies within an Offeror's proposal. Failure to provide a realistic, reasonable and complete proposal may reflect a lack of understanding of the requirements and may result in a determination that the Offeror is technically unacceptable. Moreover, failure to respond to all evaluation questions under Volume III and failure to obtain overall "Acceptable" rating or above on each of the Evaluation Factors 1 - 3 under Volume III will result in a determination that the Offeror is technically unacceptable.

Acceptability of Other Information: Other information submitted by the contractors must comply with the conditions set forth in the RFP. The Government reserves the right to make the final determination as to whether the other information complies with the conditions set forth in the RFP.

The procurement listed herein is set-aside for Total Small Businesses and the Size Standard is $38.5 Million.

The Pre-Proposal Meeting/Site Visit is scheduled to be held on February 14, 2018, 10:00 AM PST at JFB 915 2nd Ave, Suite 414 Fourth Floor, Seattle, WA 98174. Immediately following the Pre-Proposal Meeting, a site walk through of JFB and FOB will be conducted. Please plan on attending this important meeting.

The cutoff date for final proposal related questions will be February 19, 2018, 10:00 AM PST. The proposal due date is March 2, 2018,4:00 PM PST.
