Amendment Number: 0001 Solicitation Number: 47PL0218R0003 Project: Operation and Maintenance Services Locations: JFB and FOB, Seattle, WA
The purpose of amendment number 0001 of solicitation 47PL0218R0003 is to publish answer(s) to question(s) GSA received from the interested Offerors:
Q1. What is the building minimum floor requirements for experience relevancy?
A1. Please reference A3 below.
Q2. Does the Combined Synopsis/Solicitation under solicitation number 47PL0218R0003 contain requirements similar to a current contract? If possible, please provide the current contract number. Or, is this a new requirement for the government? We request the following information and copies of relative documents: Price, Company name of Incumbent Contractor, and last modification with contract amount changed.
A2. The current contract number for O&M services at Jackson Federal Building is GS-P-10-13-LS-5008. The current monthly price is $73,598.00 and it is being performed by Total System Services, Inc. The last modification date is February 28, 2017. No documents relating to these information will be provided. Please reference www.fpds.gov.
The current contract number for O&M services at Federal Office Building is GS-P-10-13-LS-5009. The current monthly price is $19,715.00 and it is being performed by Total System Services, Inc. The last modification date is February 27, 2017. No documents relating to these information will be provided. Please reference www.fpds.gov.
Q3. In regard to the required PP/E: The Solicitation specifies that we have to provide three references similar to the scope of the proposed project: "The Technical Evaluation Team will analyze and consider the risk and confidence level illustrated by relevant past performance in which the company has performed within the past three years. Offerors shall provide three (3) relevant experiences in buildings of similar type, size, and complexity of O&M contracts utilizing Attachment 15. We estimate the 37 Story H.M. Jackson Bldg. at nearly 900,000 square feet, and the Federal Office Bldg. in Seattle at something less. Our question is: Do all 3 of bidders referenced projects have to meet this size and complexity standard, or can we submit a mix of building sizes only one of which meets the size sta ndard? In other words, do all of our submitted past performance examples have to meet all of the specified size, scope, complexity requirements?
A3. No, all three (3) referenced projects do not have to meet all of the specified size, scope, and complexity requirements.
Offerors are free to submit past performance examples that they feel best portray their experience and ability to successfully accomplish this work. Offerors should, as best they are able, provide relevant experiences in providing O&M services to high-rise buildings. Therefore, the more closely their experience is to the subject buildings, the greater the relevance of that experience is to this project. Thus, the greater the confidence and lower risk to the government.
For example:
● 10 floors has weak relevance to this project
● 20 floors has moderate relevance to the project
● 30 floors has strong relevance to this project
● 40 floors has exceptional relevance to this project.
The evaluators’ will be employing the confidence ratings as presented in the RFP.
Q4. Will the government consider extending the final due date for questions, given that the current deadline of 19-Feb-18 is Presidents' Day, a Federal holiday?
A4. The final due date for questions is extended to February 20, 2018. Please see below.
Q5. If tables and graphics are used in response to the questions for Volume III, may they have less than 12 point font, so long as legibility is maintained? In the version of Volume III wherein the offeror is not to be identified, should the organization chart be devoid of the names of any specific individuals assigned to specified positions? May headers and footers -- such as page number, volume title, use/disclosure statement, and the like -- be less than 12 point font?
A5. Offerors must adhere to Times New Roman Font Size 12 as instructed regardless of tables, graphics, page numbers, volume title, use/disclosure statement, etc. The organization chart must show the position/title but name(s) of the individual(s) or the Offeror’s firm must not be identifiable.
For example rather than stating “ ABC Company ” performed O&M services, state “ We ” performed O&M services.
