Description of Amendment 0005
Amendment Number: 0005 Solicitation Number: 47PL0218R0003 Project: Operation and Maintenance Services Locations: JFB and FOB, Seattle, WA
The purpose of amendment number 0005 of solicitation 47PL0218R0003 is to update PWS C.5.1 and publish answers (in blue font ) to questions GSA received from interested Offerors.
PWS Update
The first paragraph of PWS C.5.1 is hereby updated as follows (deletion is strikethrough in red font and addition is written in blue font :
C.5.1 Transition Phase Startup The Contractor shall provide within 30 days of transition startup services prior to the Contract start date to assist transitioning between the incoming and outgoing Contractors . The Contractor will account for this cost via a separate line item in Section B . The Contractor will not be reimbursed for this cost before the actual start date of the on-site work. The purpose of this phase is to permit a transition that is seamless to the tenants and to assess the condition of the building and incomplete maintenance work at the time of Contractor transition.
The conformed copy of the updated PWS will be provided at the time of award.
Questions and Answers (Answers are in blue font )
Reference : Amendment 0004 released 02-20-18
Question : Amendment 0004 attached to Amendment 0003 is a bit confusing. How do you want us to define Amendment 0004? As Amendment 0003 or 0004?
Apologies for the typographical error. However, Offerors may acknowledge amendment 0004 issued on 2/20/2018 by striking through the 0003 and write 0004 on SF 30. In addition, as the amendment page 2 of 8 clearly identifies the relevant amendment number, 0004, Offerors should be able to identify the appropriate amendment.
Reference : Q11: A11. “The Government elected not to relax the requirement in an effort to include certain Offeror(s) who may or may not meet the minimum experience Requirements.”
Question : Please clarify statement. Are not all bidders to meet minimum experience? If the GSA would use a 5-year window instead of a 3-year window for experience, it seems as if more bidders would be qualified to bid on this procurement.
Reference : Answer to Q12.
Questions : It has been our experience for over 32 years that the number of Past Experience Projects typically equals the number of Past Performance Projects in any given RFQ instructions.
In the past, if there was a discrepancy, the requirement would allow more Past Experience than Past Performance Projects.
Offerors are reminded that the number of “past experience projects” and the number of “past performance projects” are not treated synonymously. The “claimant supplied experience” (Attachment 15) information will be used to determine whether or not Offerors have relevant experience whereas the “past performance questionnaire (PPQ)” (Attachment 14) information will be used to determine “how well” the Offerors are performing or have performed in the last 3 years. However, Attachment 14 is not mandatory but highly encouraged.
This RFP requires submission of “recent and relevant” (Attachment 15) information from Offerors to determine and evaluate whether Offerors have “recent and relevant experience” of providing O&M services for the similar size and complexity associated with high-rise building(s). Moreover, this RFP requests submission of “past performance” (Attachment 14) information directly from “Offerors’ customers” to determine and evaluate “how well” Offerors are performing or have performed in the last 3 years. Please consult amendment 0002 issued on February 12, 2018 for further information on Attachment 14 versus CPAR information.
If Offeror(s) submits two additional Past Performance Questionnaires, how will the Government be aware of the Project relevancy, as there is very limited room on the PPQ form to elaborate and support relevancy?
As stated above, the PPQ form is primarily used to evaluate “how well” Offerors are performing or have performed in the last 3 years. In addition, all completed PPQ forms must be sent directly to the Government by Offerors’ customers. Any PPQ form sent by Offerors will be rejected.
Further, respectfully, we do not understand the answer provided. Could the Government please clarify the answer as it relates to the request to extend the experience number of projects to match the performance number of projects?
Offerors must submit their best three (3) recent and relevant experiences of providing O&M services for the similar size and complexity associated with high-rise building(s) on Attachment
15. As stated above, the purpose of evaluation of Attachment 14 (“how well”) is not the same as the purpose of evaluation of Attachment 15 (“recent and relevant”); therefore, there is no correlation. It would be futile for the Government to extend the experience number of project to match the performance number of projects.
In addition to the Historical Repair Data provided, can we obtain data on the specific types of repairs performed each month?
Thanks for your request. Unfortunately, the data you requested not available.
Referencing C.40.2; Non-reimbursable Repairs & C.40.4; Miscellaneous Work: Can you clarify the meaning of “no labor cost included”?
It means no contractor’s labor cost shall be included in computation of non-reimbursable repairs and miscellaneous work. However, subcontractor labor is allowable, if required.
Is there a designated area for employees to park at the facility?
This question was answered in amendment 0004 issued on February 20, 2018.
Parking is scarce in Downtown Seattle.
Volume IV Past Performance: This section appears to force contractors to rely upon the government POCs and their ability/willingness to follow your bidding instructions for submission of a qualified proposal. A contractor should only be held responsible for requesting PPQs and should not be penalized for a lack of follow-through by other government personnel.
This is the entire reason for development of the CPARs/PPIRs system and many government POCs refuse to fill out PPQs siting the CPARs database. To avoid the increased possibility of a protest, will the government consider accepting CPARs, recent completed PPQs from the offeror, or just delivery to the POC?
This question was answered in amendment 0002 issued on February 12, 2008.
The entire reason for PPQ is to evaluate those Offerors with no past performance information documented in CPARS.
B.3 Reimbursable Costs Question : Please clarify the information to be supplied for the Reimbursable Item and Cost schedule as negotiations have yet to occur and the bidder is currently unaware of the requirements.
Section B.3 may need to be completed, only if your firm is in a negotiation stage. It would be futile to clarify the information.
C.1.1 Services Services shall include the following:
p. Kitchen equipment and appliances, duct work above ceiling, grease traps with associated piping, kitchen hoods, exhaust system, fire suppression system and any fire alarm equipment relate to the kitchen. Kitchen/concessions area drains if applicable.
C.1.3 Exclusions Excluded from this scope are:
f. Tenant Owned kitchen appliances and equipment (but ductwork above the ceiling, grease traps with associated piping, and any fire suppression or fire alarm equipment are included in the scope).
QUESTION: C.1.1 and C.1.3 seem to contradict themselves. Please clarify if there are any Kitchen equipment or Range Hood/ Fire Systems or Duct work we are responsible for in each building? If yes please provide where and type, also length of duct runs etc.
C.1.3 refers to “Tenant Owned” kitchen appliances and equipment and C.1.1 refers to services to “GSA Owned” kitchen equipment and appliances, duct work above ceiling, grease traps with associated piping, kitchen hoods, exhaust system, fire suppression system and any fire alarm equipment relate to the kitchen that must be provided by the contractor.
At this time, the Government is unable to provide “where and type, length of duct runs, etc” information as you requested.
QUESTION: Also are there any Grease Traps we are responsible for? If so, please provide the location and capacity in gallons.
Yes, there is Grease Trap (capacity unknown) in the JFB cafeteria the contractor must service in accordance with PWS C.1.1
C.1.1 Services Services shall include the following:
The Contractor shall update software/firmware to latest revision and update software licenses for
BAS.
C.1.3 Exclusions Excluded from this scope are:
i. Contractor shall exclude any major revision upgrade of software (minor revision, security patching and firmware patching shall be included as system maintenance.
QUESTION : C.1.1 and C.1.3 seem to contradict themselves. Are we responsible for BAS version upgrades?
C.1.3 refers to “major” revision upgrade and C.1.1 does not. The contractor is not responsible for BAS major revision upgrades.
C.8.1 Minimum Staffing QUESTION : Can the Project Manager and Onsite Supervisor be the same person?
This is an area where Offerors must propose to the Government as part of their technical evaluation for acceptability. This is a performance-based service contract and the success of the contract depends on the satisfaction of the requirements that are stated in terms of desired results with associated quality standards.
C.8.2 Communication Equipment Such devices must be on the list of GSA approved devices and are to be processed through GSA’s procedures for remote mobile management. This will allow for mobile access to GSA email, and the NCMMS mobile environment. The process for this and the list of currently approved devices is available upon request.
QUESTION : Please provide list of currently approved mobile devices?
GSA has no list of approved mobile devices.
QUESTION : What works best in the buildings, cell phones or Radios?
Either cell phones or radios work in the building. GSA has a radio frequency that can be used..
QUESTION : Does GSA provide any radios for staff?
GSA does not provide radios.
C.8.5 Is there a NCMMS at both locations? If not which location? If no NCMMS is in place, what is being used?
NCMMS is at both JFB and FOB.
C.10 EQUIPMENT INVENTORY
Maintain the same asset identification system currently used for new and replacement equipment
QUESTION : What is the current asset identification system in place?
Please reference the NCCM Equipment Inventory for asset identification.
C.17 Contractor Reimbursed for Miscellaneous and Utility hours.
Is this for escorting only? What about for inspection assistance for space build-outs (C.18), or other consulting assistance?
Yes, only the escorting will be reimbursable and must be properly tracked, documented and properly submitted for compensation.
C.20 LABELING OF ELECTRICAL CIRCUITS
QUESTION : Is labeling of circuits up to date?
Yes, to the best of the Government’s knowledge.
C.21.2 Extended Operating Hours
QUESTION : Please confirm that the Contractor is required to man the USCG Command Center 24/7/365, and the IRS Call Center from 0600 to 2100 24/7/365. If not, please specify the requirement.
The contractor is not required to man the USCG Command Center 24/7/365, and the IRS Call Center from 0600 to 2100 24/7/365. Although the contractor is not required to be on site, they must be available and be on call outside of the core building operating hours (contractor coverage hours).
C.24.3 Tour Frequencies
TWICE DAILY: After start-up in the AM and prior to shut-down in the PM perform tours of all major HVAC equipment such as, but not limited to chillers, boilers, cooling towers, pneumatic control air compressors, air handlers, fire alarm panels, steam system reducing and regulating stations, special HVAC for critical operations.
QUESTION : With a functioning building automation system, twice daily tours would appear to be excessive. In order to save man hours and cost to the Gov’t, can major equipment be considered toured if the equipment is on the BAS system and can be monitored/recorded without doing a physical tour?
This is an area where Offerors must propose to the Government as part of their technical evaluation for acceptability. C.24.5 Monitoring of Central Plant Equipment requires that all operating equipment in watch area is checked every 2 hours. Is this a 24/7/365 requirement? If not, what is the requirement?
It is not 24/7/365 and there is no Central Plan Equipment but there are mechanical rooms.
C.31 KEY CONTROL AND LOCKSMITH SERVICES
QUESTION : Is the cost of locksmith services requested by Building Tenets reimbursable?
Above standard locks would be reimbursable. However, standard building locks are a part of the contract. Keys and cores for locks on building standard hardware are a part of the contract.
C.36.5 Corrosion Monitoring
QUESTION : Are coupon racks installed in both buildings currently?
Yes, coupon racks are currently installed in JFB and FOB.
C.39.8 Vertical Transportation and Associated Equipment
QUESTION : Contractor is required to provide assistance in performing elevator testing, including after normal work hour requirements. Please provide in detail what specific assistance the Contractor is required to provide.
The contractor shall provide assistance in performing elevator testing by being responsible for maintaining lighting, electrical equipment not directly part of elevator systems, and HVAC systems associated with elevator machine rooms and systems, and escorting the elevator subcontractor(s) when necessary .
C.40.2 Non-reimbursable Repairs Repairs exceeding the non-reimbursable repair threshold are limited to an annual repair threshold of $22,500.00.
QUESTION : Please verify that once the contractor has covered $22,500 dollars in threshold money ($1,500 per incident) GSA will fully reimburse the contractor for any repairs? Is this per building, per year?
Yes this is per building and per year. Once the contractor reaches the $22,500.00 threshold within a year, GSA will fully reimburse the contractor for “necessary” repairs for the remainder of the year.
C.40.5 Repair Shared Liability Example
QUESTION : Can the Contractor apply a mark-up for G&A and profit on reimbursable repair cost?
The contractor is allowed to apply a mark-up for G&A and profit on materials, equipment, and necessary subcontractor labor after deducting the shared liability.
C.41.4.1 Local Air Quality Management Operating Permits
QUESTION : Are there currently any Local Air Quality Management Operating Permits Required?
There is no permits requirement for Local Air Quality Management.
C.41.5 Fuel Storage Tank Management Monthly underground storage tank leak test report (if applicable) NOT APPLICABLE Monthly SPCC inspection checklist (if applicable) APPLICABLE Annual SPCC inspection checklist (if applicable) APPLICABLE new or updated underground storage tank documents to include registration, training, inspections, repair or alteration, annual calibration and testing, etc., (if applicable) Some items are applicable under SPCC rules
QUESTION : Exhibits 15 and 16 indicate UST’s are above ground. Please verify if they are underground or above ground? If underground, is a Monthly underground storage tank leak test currently performed and reported in C.11 Monthly Progress Report?
Monthly Underground Storage Tank (UST) leak test report is not applicable. However, monthly and annual Spill Prevention, Control and Countermeasure (SPCC) inspection checklists are applicable. The tanks at JFB and FOB are Aboveground Storage Tanks (several day tanks and one bulk fuel storage), and are not USTs. Therefore, none of the UST items listed in PWS C.41.5.1 are applicable. The site is SPCC eligible and all SPCC requirements are applicable.
C.42.2 Fire Alarm System Services
QUESTION : Is the contractor responsible for Fire Alarm Monitoring Services? If yes who is responsible for the Alarm monitoring phone lines? Also how many lines are required?
The contractor is not responsible for Fire Alarm Monitoring Services.
C.42.3 Water-Based Fire Suppression Systems
QUESTION : What are the last Anniversary dates of 3 year Bibb Hose and 5 year Obstruction
Tests for both buildings? Exhibits 15 and 16 do not address fully.
Unfortunately, the Government is currently unable to provide your requested information relating to “3 year Bibb Hose and 5 year Obstruction Tests”.
C.42.8 Portable Fire Extinguishers
QUESTION : Please provide for both buildings when 6 and 12 year hydro testing is due and quantities due? Exhibits 15 and 16 do not address fully.
Unfortunately, the Government is currently unable to provide your requested information relating to “when 6 and 12 year hydro testing is due”. Please note that, NFPA 10 requires hydrostatic testing every 5 years not 6 years
C.42.11 Emergency and Standby Power Systems
QUESTION : If trained by our generator subcontractor, will the Contractor’s Operating Engineers be allowed to perform the weekly/monthly Generator Run?
Yes, GSA Region 10 technical team has determined that this is an acceptable approach.
However, all operating engineers must meet the general requirements under H.15.3.1.
H.15.3.1 Qualifications of Fire Alarm System Technicians
QUESTION : If trained by our Fire subcontractor will the Contractor’s Operating Engineers be able to reset the Fire Alarm panel for minor trouble calls? Will be able to disable any alarms when a subcontractor performs work and requires a temporary disabling of certain alarms?
The Government takes fire and life safety extremely seriously. Receiving Training from the Fire Alarm System subcontractor will not be sufficient for this requirement. Fire Alarm System Technician must be certified by the National Institute for Certification in Engineering Technologies (NICET) and possess at least a NICET Level 2 (Associate Engineering Technician) in Fire Protection Engineering Technology, Fire Alarm Systems.
H.15.3.2. Qualifications of Water-Based Fire Suppression System Technicians
QUESTION : If trained by a NICET level 2 technician, will the Contractor’s Operating Engineers be allowed to perform the weekly/monthly fire pump test /inspections? If trained, will Contractor’s Operating Engineers be allowed to inspect all fire suppression weekly and monthly inspections such as dry pipe/pre-action/deluge system inspections, valves, gauges, etc?
The Government takes fire and life safety extremely seriously. Receiving Training from a NICET level 2 technician will not be sufficient for this requirement. Technicians performing contract work involving the inspection, testing, and preventive maintenance or repair of water-based fire suppression systems must be certified by the National Institute for Certification in Engineering Technologies (NICET) and possess at least a NICET Level 2 (Associate Engineering Technician) in Fire Protection Engineering Technology, Inspection, and Testing of Water-Based Systems.
H.15.3.14 Qualifications of HVAC Technicians
QUESTION : Does the current staff meet the qualifications of NATE, HVAC Excellence Professional Level Certification or UA Star HVACR Mastery Certification?
The Government will not be providing this information. GSA has no authority to release the incumbent contractor’s personnel qualification information. All interested Offerors are reminded to focus on preparing their most successful proposal rather than diverting their focus on the qualifications of the incumbent contractor's personnel.
H.15.3.16 Qualifications of Electrical Technicians
QUESTION : It would appear that the only way a company can meet the qualification requirements is for the testing technicians to hold a level 3 or a level 4 certification. The only way to obtain either of these certifications is through NETA (as recognized by the GSA since both cited websites go to the NETA website). After due diligence, there is no certification company in existence independent of NETA. NETA will only certify technicians for NETA Member companies. Therefore, the offeror is forced to subcontract only with a NETA member company to provide electrical testing. This streaming negates the qualifications of many nationally recognized specialty companies providing electrical testing services exclusively for the commercial and public building environment, and has been consistently condemned by GAO as prejudicial to competition. Recommend the GSA modify this overly restrictive requirement. For instance, the GSA might achieve confidence in the quality of electrical testing by specifying that the testing technicians meet or exceed the training and experience requirements stated for level 3 and 4, rather than insisting on the formal certification. As currently written, the H.15.3.16 requirement would not allow testing by a degreed electrical engineer with over 20 years of experience. It would also prevent the offeror from subcontracting with the specialty contractor performing the latest 3-year testing. Further, recommend that the entry for "NETA Certification" be removed from the Attachment 13 form.
GSA truly appreciate your recommendation, effort and dedication. However, at this time, GSA Region 10 technical team has determined that the Government cannot assume the risk of accepting standards other than NETA as described in H.15.3.16. Moreover, Seattle Metropolitan Area has an adequate number of electrical switchgear companies certified by NETA that Offerors can choose from.
H.16. GOVERNMENT-FURNISHED MATERIALS
Space in the building, when available, and furniture and furnishings (to include telephones for restricted use) for a supervisor's office
QUESTION : Does GSA provide any telephones for the offices?
GSA provides telephones for the offices.

QUESTION : It states 1 UPS Liebert Unit. Please provide the Model/Serial number and capacity?

QUESTION : Is the on-site Load Bank for the Cummins sufficient in size to perform the annual load bank test? Is an outside load bank required for the (1) 1250 kW CAT?
An outside load bank is required for both generators.
QUESTION : It states that the UST is above ground; however we found it to be located underground in parking area. So is it considered above ground or below ground? When was the last inspection/certification and cleaning of the UST.
The tanks at JFB/FOB are considered Aboveground Storage Tanks (AST) (several day tanks and one bulk fuel storage), and are not Underground Storage Tanks. The bulk fuel storage tank fuel was filtered/polished in 2017. The tank is inspected and cleaned regularly per SPCC checklist.
There are no certification requirements for ASTs.
QUESTION: Who pays for the diesel fuel? What is the average Gallon Usage?
The Government purchases the diesel fuel and the contractor notifies the Government when it is below 75% so that it can be replenished. Unfortunately, there is no data on the average gallon usage.
QUESTION : What is the capacity in gallons of the UST? It is not listed in the RFP?
The Aboveground Storage Tank is 4,000 gallons in capacity.
QUESTION: Please provide the name/model number/and quantity of the roof anchor points?
JFB has no anchor points.
QUESTION: It states the BAS is an Alerton system. Is there also a JCI component to this system? Please provide the current version of the BAS?
There is JCI components to the BAS. Envision for Bactalk version 3.0 is used. The version for JCI will be provided to the successful offeror.
QUESTION: Is the contractor provided a laptop for remote login to BAS for after hour calls?
No laptop will be provided to the contractor. Remote access is available currently.
Exhibit 16 FOB Information
QUESTION : Please verify the UST is above ground? When was the last inspection/certification and cleaning of the UST.
The tanks at JFB/FOB are considered Aboveground Storage Tanks (AST) (several day tanks and one bulk fuel storage), and are not Underground Storage Tanks. The bulk fuel storage tank fuel was filtered/polished in 2017. The tank is inspected and cleaned regularly per SPCC checklist.
There are no certification requirements for ASTs.

Switchgear testing must be conducted by a firm with NETA Certification as the GSA Region 10 technical team has determined that the Government cannot assume the risk of accepting standards other than NETA as described in H.15.3.16.
For Electrical Testing and/or Maintenance, would an Electrical Engineering Degree from an accredited college or university satisfy all of the training and certification requirements in this solicitation?
For electrical testing and/or maintenance, an electrical engineering degree from an accredited college or university will not satisfy all of the training and certification requirements. To simply put, an electrical engineering degree cannot be treated as meeting ANSI/NETA standards. The electrical testing contractor must meet the qualification as described in H.15.3.16. In addition, the electrical maintenance contractor must have Washington State electrical certificate or license to do electrical work in Washington State.
Will diesel fuel polishing be required in this Contract? If so, who will be responsible to pay for the polishing – GSA or the contractor?
Diesel fuel polishing may be required if the contractor neglected or failed to periodically perform preventative maintenance and remove any biological growth. The contractor will be held responsible to pay for the polishing.
C.40.2 Non-reimbursable Repairs: The 3rd sentence states that “Repairs exceeding the non-reimbursable repair threshold are limited to an annual repair threshold of $22,500.00”. Does this statement mean that the contractor’s liability for reimbursable repairs is limited to 15 ‘repair instances’ or $22,500.00, and any repairs after 15 reimbursable ‘repair instances’ are 100% paid by GSA with no liability threshold to the contractor?
The contractor’s liability for reimbursable repairs is limited to 15 repair instances ONLY if every single one of the repair instances is over $1,500.00. However, if some of the repair instances are well below $1,500.00, it is possible to have 25 reimbursable repair instances (for example $300.00 per instance) and not reach the annual threshold of $22,500.00. Until the threshold of $22,500.00 is reached, the GSA will not pay 100% of the repair cost for that year.
H.15.3.13 Qualifications of Emergency Lighting Equipment and Exit Signage Technicians Please identify which training organization(s) are acceptable to the CO.
Training certification by equipment manufacturer or National Institute for Certification in Engineering Technologies (NICET) are generally acceptable for the CO.
Will GSA require that the contractor enter into a service contract for the Lutron lighting system? If yes, which Lutron Service Package should the contractor price, the – Silver, Gold or Platinum Package as they range in price from Lutron from $30,000.00 annually to $100,000.00 Annually.
GSA does not require the contractor to enter into a service contract for the Lutron lighting system.
Will GSA pay for the Seattle City Light fees to turn power off and back on during the 3-year switchgear testing? If not, should contractor include Seattle City Light’s fees with its switchgear pricing, or price that separately as a subcontractor price?
GSA will not pay for the Seattle City Light fees. The contractor must include all the required fees and costs associated with the 3-year switchgear testing in Attachment 07 and ensure to incorporate the total cost with an appropriate mark-up of G&A and Profit into Attachment 05 pricing.
C.36 Water Treatment - During the pre-proposal conference GSA stated that water tests are to be conducted weekly. However, Section J – Exhibit 8 - Paragraph 5.3 - states that steam loops are to be conducted 3+-times per week and closed loops are to be conducted monthly. Please clarify if we are to test all systems weekly or are we to follow the instructions in Exhibit 8.
Please adhere to the instructions in Exhibit 8. However, depending on the results of a comprehensive initial water treatment analysis (laboratory analysis) within the first month of the Contract the Government may require weekly testing. However, this weekly testing doesn’t have to use an independent third party to “certify” the water quality as it is required for monthly.
Moreover, the contractor may be required to pull tests as needed; therefore, the contractor must have trained personnel on staff.
