About this opportunity

The Department of the Air Force Global Strike Command seeks quotations for an oil and coolant storage and dispenser system with delivery to Minot Air Force Base, North Dakota, with proposals due July 16, 2026 and questions due July 6, 2026. This procurement is set-aside 100% for Total Small Business Concerns under NAICS 332420 (Metal Tank Heavy Gauge Manufacturing), with a 750-employee size standard.

Place of performance is Minot Air Force Base, ND 58704. The Government intends to award a Firm-Fixed-Price contract for delivery only; contractors are not required to perform assembly, anchoring, or setup. Period of performance is 120 days after receipt of order, with FOB Destination to Minot AFB.

The system must fit within a 12-foot width by 9-foot depth by 10-foot height footprint, operate on facility compressed air, and feature a modular, stackable, or racked design. The specification calls for four 120-gallon aluminized steel rectangular tanks (three black, one blue) with sloped bottoms and drain ports, color-coded for fluid identification. Minimum storage capacity is 275 gallons of oil (up to 15W-40 viscosity) and ES Compleat PG diluted 50/50, plus 165 gallons of coolant, with lubricants sourced from multiple suppliers and Fleet Guard. The system must include two pneumatic self-priming pumps (one gear/piston for oil, one air-operated double-diaphragm for coolant), two 50-foot hose reels with 10-micron inline filters, isolation valves, desiccant breathers with color-change indicators, sight gauges with printed volume demarcations, lockable dispensing ball valves, and a spill containment pallet holding a minimum of 130 gallons. The suggested brand name is Lubrisource model HDL4-FS-0064-3W-2E-1F-1SP; quotes for equal products meeting all essential physical, functional, and performance characteristics will be evaluated and accepted.

Quotations must be valid through October 1, 2026. The Government notes funds are not presently available and reserves the right to cancel without obligation to reimburse quoters. Primary contact is Sherry L. Platt (sherry.platt.1@us.af.mil); contracting officer is Theodore Arneson (theodore.arneson@us.af.mil).

Model: HDL4-FS-0064-3W-2E-1F-1SP or equal

The suggested brand name is Lubrisource; however, quotes for "equal" products will be evaluated and accepted provided they meet all the essential physical, functional, and performance characteristics

System Configuration & Facility Requirements

Must fit within a maximum space of 12ft W x 9ft D x 10ft H. (Dimensions may be adjusted if the design safely maximizes vertical space).

Stackable, modular, or racked design. Must include brackets to hold the containers securely in 2 rows of 4.

Must operate on Compressed Air

Equipment delivery only. Contractors are NOT required to perform physical assembly, anchoring, or setup.

Four (4) 120-Gallon aluminized steel, rectangular containers. (3) Black (1) Blue Tanks must feature sloped bottoms and drain ports for easy cleaning.

Fluid Capacities & Coding

System must be capable of holding a minimum of 275 Gallons of Oil (up to 15W-40 viscosity) and ES Compleat PG diluted 50/50 and 165 Gallons of Coolant. Tanks must be color-coded to clearly identify different fluids. Brands of each lubricant: Multiple sources, and Fleet Guard.

Top-mounted desiccant breathers featuring visual "Color-Change" indicators.

Sight gauges for visual monitoring of liquid levels. Gauges must include printed volume demarcations.

Two (2) Pneumatic (Air-Operated), self-priming pumps with suction tube assemblies. One Gear/Piston Pump (dedicated to Oil) and one Double-Diaphragm (AODD) Pump (dedicated to Coolant).

Two (2) 50ft Hose Reels (one for Oil, one for Coolant). Pumps must be strong enough to support the 50ft reels and intake/refill.

Must include lockable dispensing ball valves.

It must feature 10-micron inline filters prior to dispensing.

Must include isolation valves installed before the filters for both coolant and oil to allow fluid shutoff during filter changes.

Spill containment must hold a minimum of 130 Gallons (which satisfies the 25% of total liquid stored requirement).

Drip pans must be included. (Drain valves on drip pans are not required).

All sight gauges must have isolation valves installed to prevent leaks if the gauge glass is broken.
