About this file
This document is a salient characteristics specification sheet for a Fluid Storage & Dispensing System (updated June 25, 2026) that outlines mandatory requirements for an oil and coolant storage and dispenser unit. The specification is not a brand name set-aside and allows for Lubrisource (Model HDL4-FS-0064-3W-2E-1F-1SP) or equal products that meet all essential physical, functional, and performance characteristics.
The system must accommodate eight 65-gallon aluminized steel rectangular containers with sloped bottoms and drain ports, configured in a stackable, modular, or racked design with brackets securing containers in 2 rows of 4. The total system footprint must fit within 12 feet wide by 9 feet deep by 10 feet high, with compressed air as the power supply. Equipment delivery only is required; contractors are not responsible for assembly, anchoring, or setup. Storage capacity requirements include a minimum of 275 gallons of oil (up to 15W-40 viscosity) and ES Compleat PG diluted 50/50, plus 165 gallons of coolant, with color-coded tanks and multiple lubricant brand compatibility (Multiple sources and Fleet Guard). The system must include top-mounted 1½-inch quick-disconnect fittings connected to 2-inch NPT ports, desiccant breathers with color-change indicators, and sight gauges with printed volume demarcations.
The pumping and dispensing system requires two pneumatic self-priming pumps—one gear/piston pump dedicated to oil and one air-operated double-diaphragm pump for coolant—capable of supporting 50-foot hose reels for each fluid type. The system must feature 10-micron inline filters prior to dispensing with isolation valves installed before filters for both fluids to enable shutoff during filter changes. Lockable dispensing ball valves are required. Safety features include a spill containment pallet holding a minimum of 130 gallons (satisfying 25 percent of total liquid storage), drip pans, and isolation valves on all sight gauges to prevent leaks if gauge glass breaks.

Salient Characteristics: Fluid Storage & Dispensing System (Brand Name or Equal)
UPDATED: 25 June 2026
Name: Oil/Coolant Storage and Dispenser
Make: NOT A BRAND NAME SET-ASIDE Lubrisource or equal
Model: HDL4-FS-0064-3W-2E-1F-1SP or equal
The suggested brand name is Lubrisource; however, quotes for "equal" products will be evaluated and accepted provided they meet all the essential physical, functional, and performance characteristics
System Configuration & Facility Requirements
Feature Mandatory Requirement Footprint Must fit within a maximum space of 12ft W x 9ft D x 10ft H. (Dimensions may be adjusted if the design safely maximizes vertical space).
System Architecture
Stackable, modular, or racked design. Must include brackets to hold the containers securely in 2 rows of 4.
Power Supply Compressed Air Installation Equipment delivery only. Contractors are NOT required to perform physical assembly, anchoring, or setup.
Storage Tank Specifications
Feature Mandatory Requirement Container Build
Eight (8) 65-Gallon aluminized steel, rectangular containers. Tanks must feature sloped bottoms and drain ports for easy cleaning.
Fluid Capacities & Coding
System must be capable of holding a minimum of 275 Gallons of Oil (up to 15W-40 viscosity) and ES Compleat PG diluted 50/50 and 165 Gallons of Coolant. Tanks must be color-coded to clearly identify different fluids.
Brands of each lubricant: Multiple sources, and Fleet Guard
Intake / Supply Ports
Top-mounted ports must utilize 1 ½” Quick-Disconnect (QD) fittings connected to 2” NPT ports.
Breathers Top-mounted desiccant breathers featuring visual "Color-Change" indicators.
Level Indicators
Sight gauges for visual monitoring of liquid levels. Gauges must include printed volume demarcations.
Pumping, Dispensing, & Filtration
Pumps Two (2) Pneumatic (Air-Operated), self-priming pumps with suction tube assemblies. One Gear/Piston Pump (dedicated to Oil) and one Double- Diaphragm (AODD) Pump (dedicated to Coolant).
Hose Reels
Two (2) 50ft Hose Reels (one for Oil, one for Coolant). Pumps must be strong enough to support the 50ft reels and intake/refill.
Dispensing Valves
Must include lockable dispensing ball valves.
Filtration It must feature 10-micron inline filters prior to dispensing.
Filter Isolation
Must include isolation valves installed before the filters for both coolant and oil to allow fluid shutoff during filter changes.
Safety & Spill Containment
Spill Pallet Spill containment must hold a minimum of 130 Gallons (which satisfies the 25% of total liquid stored requirement).
Drip Pans Drip pans must be included. (Drain valves on drip pans are not required).
Gauge Safety
All sight gauges must have isolation valves installed to prevent leaks if the gauge glass is broken.
