About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 10 seeks water testing sample collection, laboratory analysis, and results management for government-owned buildings in Ohio where patients, residents, or visitors stay overnight, with proposals due September 29 at 2:00 p.m. EDT and questions due September 23 at 2:00 p.m. EDT. The procurement is a firm-fixed-price IDIQ set aside 100 percent SDVOSB, foreclosing all competition outside that pool.
Place of performance includes five Ohio facilities: Louis Stokes Cleveland VA Medical Center, Chillicothe VA Medical Center, Dayton VA Medical Center, Cincinnati VA Medical Center, and Columbus Chalmers P. Wylie VA Ambulatory Center, with administrative oversight in Kettering, Ohio. The contract encompasses routine weekly, monthly, and quarterly Legionella and water quality testing, including potable water field testing (temperature, pH, oxidant residual at ten hot and ten cold outlets per facility), sterile processing system testing per AAMI ST108:2023, cooling tower analysis, and dental waterline testing, all in compliance with VHA Directives 1061 and 1116. Laboratory services must be CDC ELITE-certified with ISO 11731 accreditation for Legionella culture testing only. Field parameters must be reported on the day of collection; Legionella results within 10 days of laboratory receipt and presumptive positives within 24 hours. The contractor must furnish all sample collection equipment, maintain chain of custody procedures, provide electronic results in VA/VHA format, and transport samples overnight to accredited facilities.
The total contract value is $6 million over a five-year base year plus four option years. Individual task orders range from a $100 minimum to a $200,000 maximum. NAICS code is 561210, Facilities Support Services; PSC is F103, Environmental Systems Protection—Water Quality Support. Contractors must submit pricing via Government-supplied Excel cost schedule, technical approach, quality control plan, and three required past performance references with proof of SDVOSB certification. Insurance requirements include general liability of $500,000 per occurrence and workers' compensation. Evaluation considers technical capability, past performance, administrative compliance, and price. No site visits permitted.
