About this file

This is a Pricing/Cost Schedule template for a VA water testing services contract. The VA seeks per-test pricing for water sample collection, analysis, and results management services at five Ohio VA facilities (Cincinnati, Chillicothe, Columbus, Cleveland, and Dayton) in accordance with VHA Directives 1061, 1116, and ST108. Contractors must provide unit prices for each test line item that include all associated costs: laboratory analysis, site visits, sample transportation, and reporting. The contract will be structured as a Firm-Fixed Price Indefinite Delivery/Indefinite Quantity (IDIQ) vehicle with a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. Historical testing volumes are provided for reference across the five sites, including routine weekly, monthly, and quarterly testing (such as Legionella culture, Heterotrophic Plate Count, water quality panels, endotoxin testing, and various equipment-specific water testing requirements), with additional retesting frequency variations based on individual site needs and corrective actions.

The pricing schedule includes approximately 70 line items covering potable and non-potable Legionella testing, microbial analysis, chemical water quality parameters, equipment-specific testing panels (critical water systems, AERs, steam lines, cooling towers, dental waterlines), individual analyte testing, sample collection kits, reagents and consumables, on-site measurements, corrective action testing, and reporting services. Contractors may propose equivalent test names and codes if their methodology differs from the listed specifications. The proposal deadline is September 29, 2026, at 2:00 PM EST, with a question submission deadline of September 23, 2026, at 2:00 PM EST. No site visits will be conducted. Contractors must submit responses using this pricing template in combination with the RFQ document.

Instructions

The VA is looking for per testing/service need pricing for each of the items listed on Sheet 2 Price/Cost Schedule.
There are several items that are very similar yet some sites prefer the tests in these formats. For example, just an endotoxin or copper test by iteself as the need arises.
Your prices per each test should include all costs to perform each test and provide the results to the site per Statement of Work (ex. Test cost $X + site visit + test to lab + reports = $Y).
The objective is to have a contractor complete the tests requested and following the VHA Directive 1061, 1116 and ST108 for each site based on the quantities each individual site needs of each test.
Because each site is a different size, has different needs resulting in various quantities and the retesting to ensure accuracy makes the quantities change frequently we feel it is best to base each contractors price per test.
Many of you know that this contract will look like routine testing for each site weekly, quarterly, annually but the retesting needs can vary. The amounts listed on the CLINs use historical values to give you an idea of the volumes.
Using the IDIQ FFP contract vehicle will opefully eliminate the need for bilateral increase/decrease modifications taking that burden off the site, contracting and contractor.
We realize that some of these tests may have different names or be set up differently you are allowed to present your pricing based on equivalent tests/services/supplies
There is a column to list your test name/equivalent and a tab for comments. Do not delete any lines from Sheet 2 Price/Cost Schedule.
Questions should be submitted via email the deadline is 9/23/2026 2:00 pm - Thomas.Bellamy@va.gov and Jennifer.Nowak@va.gov.
There will not be a site visit for this RFP.This FFP IDIQ will be similar to a Legionella water testing or SPS/ST108 water testing service contract.
Historical Examples:
Cleveland, OH Site Current SPS Testing minimums are quarterly 304 HPC, 28 domestic water tests, 36 Utility Water, 4 steam tests, 300 monthly Critical & AER water, with 3% reserved a year.
Chillicothe, OH 612 Legionella testing samples a year.
Cincinnati, OH 81 legionellla tests per quarter, 5 serotype tests per quarter, HPC bacteria test 23 per month (288 average a year), 20 endotoxins per month, water quality panel (2 per month, average 28 a year), ionic panel 2 per year
Columbus, OH monthly water management support service administrative costs, 88 Legionella test, 312 hterotrphic plate count (spread plate), 1092 water quality panel, 52 cooling tower water quality panel, 24 SPS water quality panel, 8 SPS hardness, ionic panel with LAL, 6 colifrom & escherichia, 20 legionella tests, 20 heterotrophic plate count, 20 PVT THAB
Dayton, OH monthly 16 (conductivity, pH, Alkalinity, total, hardness) 30 quarterly, 16 endotoxin plus again quarterly, 16 HPC again quarterly,
