About this file

This is a Price/Cost Schedule template for a Department of Veterans Affairs water testing contract. The VA seeks per-test pricing for water sampling, analysis, and results management services across five Ohio facilities (Cincinnati, Chillicothe, Columbus, Cleveland, and Dayton) under an IDIQ firm-fixed-price contract vehicle set aside 100% for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). Contractors must provide all-inclusive pricing for each individual test that encompasses sample collection, site visits, laboratory analysis, and reporting. Required tests include Legionella culture testing, heterotrophic plate count (HPC), coliforms and E. coli analysis, water quality panels (domestic, critical and AER, utility, steam, potable, cooling tower, and SPS), individual parameter testing (pH, alkalinity, hardness, conductivity, chloride, copper, iron, manganese, TOC, turbidity, endotoxin, and others), and post-remediation testing. Historical data provided indicates varying volumes across facilities, with routine weekly, monthly, quarterly, and annual testing requirements supplemented by ad-hoc retesting needs.

The pricing structure accommodates equivalent tests under different names and allows for price variations across the five-year contract base year plus four option years. All testing must comply with VHA Directives 1061, 1116, and ST108. The template includes line items for administrative support, reporting services, sample collection kits, chain of custody documentation, non-routine dental waterline sampling, corrective action materials (biocides, remediation supplies), and testing supplies such as free chlorine powder pillows and rapid bio intelligence test strips. Contractors must submit proposals using the completed Price/Cost Schedule by September 29, 2026 at 2:00 PM EST, with questions due by September 23, 2026 at 2:00 PM EST to Thomas.Bellamy@va.gov and Jennifer.Nowak@va.gov. No site visits are permitted.

Instructions

The VA is looking for per testing/service need pricing for each of the items listed on Sheet 2 Price/Cost Schedule.
There are several items that are very similar yet some sites prefer the tests in these formats. For example, just an endotoxin or copper test by iteself as the need arises.
Your prices per each test should include all costs to perform each test and provide the results to the site per Statement of Work (ex. Test cost $X + site visit + test to lab + reports = $Y).
The objective is to have a contractor complete the tests requested and following the VHA Directive 1061, 1116 and ST108 for each site based on the quantities each individual site needs of each test.
Because each site is a different size, has different needs resulting in various quantities and the retesting to ensure accuracy makes the quantities change frequently we feel it is best to base each contractors price per test.
Many of you know that this contract will look like routine testing for each site weekly, quarterly, annually but the retesting needs can vary. The amounts listed on the CLINs use historical values to give you an idea of the volumes.
Using the IDIQ FFP contract vehicle will opefully eliminate the need for bilateral increase/decrease modifications taking that burden off the site, contracting and contractor.
We realize that some of these tests may have different names or be set up differently you are allowed to present your pricing based on equivalent tests/services/supplies
There is a column to list your test name/equivalent and a tab for comments. Do not delete any lines from Sheet 2 Price/Cost Schedule.

Questions should be submitted via email the deadline is 9/23/2026 2:00 pm - Thomas.Bellamy@va.gov and Jennifer.Nowak@va.gov.
