About this opportunity

The USDA Animal and Plant Health Inspection Service seeks quotations for office renovations at its Agriculture Marketing Service Cotton Classing Office in Corpus Christi, Texas, with quotations due May 22, 2026, at 8:30 a.m. Central Time. This is a total small business set-aside procurement.

Place of performance is 3545 Twin River Boulevard, Corpus Christi, Texas. The estimated project magnitude is between $25,000 and $100,000, and award will be made on a firm-fixed price basis. The NAICS code is 236220, Commercial and Institutional Building Construction.

The scope includes conversion of a front office storage area into an office with wall repairs, repainting, recarpeting, and door modification; reception area upgrades involving removal of the existing counter and installation of a new solid wood reception counter with Formica countertop, recarpeting, and partition extension with a glass-windowed door; installation of a sliding acoustic door between the general office and a new Assistant Area Director office; and conversion of a general storage room into an Assistant AD office with shelving removal, wall repairs, painting, recarpeting, door modification, and electrical and telecommunications installations. Four 125-volt 20-ampere duplex wall receptacles and two telephone/internet receptacles are required in specified locations, with telecommunications cabling supplied and installed by the contractor using cream-colored jacks to match existing infrastructure. The contractor must complete all work within 60 calendar days of the Notice to Proceed while minimizing disruption to office operations. The facility will remain occupied during construction.

Federal Construction Wage Rates for Nueces County apply. A payment bond is required within ten days of award. All quotations must include relevant experience and past performance information. Evaluation follows the lowest price, technically acceptable approach. A mandatory site visit was held May 5, 2026. Amendment 0002 (May 6) removed the acoustic sliding door requirement; Amendment 0003 (May 7) removed hallway and breakroom flooring work but restored the acoustic sliding door installation. Questions were due May 19 at noon Central Time.

Update #8 · Latest ·

USDA’s Agriculture Marketing Service Cotton Classing Office in Corpus Christi to renovate selected areas of the building.  This includes conversion of storage space into offices, reception area upgrades, flooring improvements, and limited electrical/telecom additions consistent with USDA standards and applicable codes.

Solicitation documents are posted below.

RFIs and responses:

  1. Occupancy & Noise Restrictions: Will the facility be fully occupied during the construction period? Are there specific noise-restricted hours that we should account for regarding drilling, wall demolition, or electrical work? The small supply room off the main office could be a concern but the permanent employees stationed in the main office have laptops and can move to other areas of the building. The filing room off the main hall should not pose any concerns.
  2. Telecom/Data Standards: The SOW mentions Cat6 cabling additions. Does the USDA have a preferred brand or specific color-coding standard for the jacks and patch cables to match existing infrastructure? All of the electrical and network jacks are cream colored. Our existing wiring is black.
