About this opportunity
The Bureau of Engraving and Printing is seeking a contractor to provide off-site destruction services for government securities, including mutilated currency and official documents, through RFQ 2031ZA25Q00190. The contractor must operate a waste-to-energy facility within a fifty-mile radius of the BEP facility in Washington, DC, capable of incinerating approximately 75 tons of materials and reducing securities to ash with zero security significance. Key requirements include providing secure destruction areas, industrial shredding capabilities, video recording of destruction processes, and certified personnel to handle classified materials. The government will evaluate quotes using a Lowest Price Technically Acceptable (LPTA) methodology, assessing technical factors such as key personnel, camera coverage, destruction capabilities, quality control, and physical security, with technical and past performance factors being approximately equal to price in importance. Quotes are due by 2:00 PM EST on July 31, 2025, and interested parties should contact Contract Specialist Ashley Johns at ashley.johns@bep.gov for additional information.
This is an unrestricted solicitation under NAICS code 562213 (Solid Waste Combustors and Incinerators) with a size standard of $47 million, meaning it is open to businesses of all sizes without any set-aside designations for small businesses or other categories. The procurement will result in a single firm fixed-price contract with a base period from July 2025 to June 2026 and four optional twelve-month extension periods through June 2030, potentially spanning five years total. The contractor must be capable of handling an estimated 75 tons of government securities during the contract period, with destruction operations requiring at least four hours per session and strict adherence to BEP security protocols. Performance will take place at the contractor's facility within fifty miles of the BEP facility in Washington, DC, with materials transported by designated BEP vehicles. The solicitation was amended on July 24, 2025, to incorporate questions and answers, revise the Performance Work Statement, and update technical evaluation criteria.
