About this file
This Performance Work Statement (PWS) details the requirements for off-site incineration services for Bureau of Engraving and Printing (BEP) securities, including mutilated currency and official documents. The contract is a non-personal services agreement for a waste-to-energy facility within a fifty-mile radius of the BEP facility, with a base period from July 2025 to June 2026 and four optional twelve-month extension periods through June 2030.
Key service requirements include: conducting destruction operations using a pre-approved joint checklist, providing a forklift and operator to move materials, using an industrial shredder to partially shred materials before incineration, reducing securities to ash with zero security significance, maintaining video recording capabilities, and providing certificates of destruction. The contractor must allocate at least four hours and a secure area for destruction, with only pre-approved BEP personnel allowed in the area. Performance will be evaluated through 100% inspection and documented in the Contractor Performance Assessment Reporting System (CPARS), with deliverables including destruction certificates, weigh-in/weigh-out receipts, and invoices submitted to the Contracting Officer's Representative (COR).

PERFORMANCE WORK STATEMENT (PWS)
Incineration of Bureau of Engraving and Printing (BEP) Securities
PART 1
GENERAL INFORMATION
1. General: This is a non-personal services contract to provide incineration services of Bureau of Engraving and Printing (BEP) securities. The Government shall not exercise any supervision or control over the service providers performing the services herein. Such service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, tools, materials, supervision, and other items and non-personal services necessary to perform incineration services of Bureau of Engraving and Printing (BEP) securities as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.
1.2 Background: The Destruction Certification Branch (DCB) is responsible for the destruction of BEP Category I, Category II and Category III securities to include mutilated currency (Muts) and official documents (PII). The destruction of securities is required in order to free up vital vault space and is vital to the BEP’s mission. This situation has created an unstable operation and has negatively impacted destruction hours and capabilities of the DCB and its customer’s. Currently, a suitable outside waste to energy facility is needed in order to meet BEP mission needs.
1.3 Objectives: To utilize a waste to energy facility within a fifty-mile radius of the BEP facility and perform incineration services of large amounts of product on a continual scheduled basis in accordance with (IAW) BEP policies and procedures.
1.4 Scope: The contractor shall provide all personnel, equipment, supplies, facilities, tools, materials, supervision, and other items and non-personal services necessary to perform the required services as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract. Services include:
• Conduct operations according to pre-approved joint checklist. (Provided by BEP)
• Authorize BEP personnel to witness/verify BEP transport vehicle weighing process.
• Allocate time and a secure area at facility for primary purpose of destruction of
BEP securities. During destruction operations, only previously coordinated personnel are allowed in the area to ensure accountability at all times.
• Conduct joint (BEP and facility personnel) pre-destruction inspection of off-site facility and equipment (including certification that all destruction equipment is operating properly).
• Provide forklift operator and forklift truck and pallet jack to move destruction materials from BEP transport vehicle to facility elevator and into approved destruction area.
• Provide furnace with capability to reduce securities to ash and provide written certification of destruction.
• The destruction facility must have an industrial shredder with the capability to separate and partially shred muts prior to insertion into furnace to ensure proper destruction of securities. BEP’s standard for destruction means “absolute reduction” of the reference materials by incineration to ash. In order to guarantee destruction of the muts they must first be separated from wooden skids and shredded. This definition includes materials, destroyed by a disintegrator, where the resultant disintegrated particle size IS NOT greater than 3/8 inch long by 1/8 inch wide, and thereby has been reduced to zero security significance as determined by the U.S. Department of the Treasury. Provide personnel to feed securities into and operate industrial shredder under supervision of BEP personnel. BEP personnel must identify the securities and remove seal prior to any actions. (A roster of approved BEP personnel shall be provided to facility)
• BEP personnel must identify the securities and remove seal prior to any actions.
(A roster of approved BEP personnel shall be provided to facility)
• The destruction facility shall have video recording capabilities. Contractor shall provide closed circuit television (CCTV) / digital video recording system (DVRS) camera coverage of BEP securities destruction area video upon request. The requested video shall be in DVD or thumb drive format from a current CCTV/DVRS system without sound and at an industry mega pixel/resolution standard.
• Conduct joint (BEP and facility personnel) post-destruction inspection of facility & equipment (including ash removal system) to ensure no BEP securities have escaped the destruction process.
• Provide maintenance record of industrial shredder upon demand.
1.5 Period of Performance: The period of performance shall be for one (1) twelve (12) month base and four (4) twelve (12) month option years. The estimated Period of Performance reads as follows:
