About this opportunity
The Defense Health Agency (DHA) Healthcare Contracting Division - Southeast Branch 6 (Europe) is conducting market research to identify manufacturers capable of supplying fourteen commercial medical/laboratory steam sterilizers (autoclaves) across three equipment categories for OCONUS deployment by July 31, 2026.
Place of performance spans U.S. military facilities in the United Kingdom (RAF Lakenheath), Germany (Landstuhl, Vilseck, Spangdahlem), and Turkey (Incirlik AB). All equipment must be FDA cleared/approved and CE marked as medical devices compliant with EN 13060 and/or EN 285 water quality standards.
The three categories are Class B tabletop (minimum 27-liter chamber), large-capacity tabletop (minimum 84-liter chamber), and floor-standing hospital-grade (minimum 84-liter chamber with integral 9 kW steam generator). DHA intends to source all fourteen units from a single manufacturer to standardize equipment and maintenance across the network. Vendors capable of supplying all three categories are preferred; those offering one or two categories are encouraged to respond and clearly identify their scope.
Class B and large-capacity tabletop sterilizers require 230 VAC single-phase 50/60 Hz power; floor-standing units require 380-400 VAC three-phase 50/60 Hz. Minimum two-year manufacturer warranties are required across all categories; the large-capacity unit requires an additional ten-year chamber warranty.
Interested vendors must submit written capability statements limited to ten pages by July 31, 2026 at 5 PM Central European Time to sarah.keebaugh.civ@health.mil. Submissions should address company credentials, specific models, regulatory compliance, pricing estimates, warranty terms, European service infrastructure, commercial maintenance plan options for a base plus four-option-year period, technical training availability, and relevant past performance with U.S. Government or OCONUS medical facilities within five years. This notice is strictly for market research and does not constitute a solicitation or commitment to issue future contracts.
Notice text
The Defense Health Agency (DHA) Contracting Activity, Healthcare Contracting Division – Southeast Branch 6 (Europe) is conducting market research to identify manufacturers and vendors capable of supplying commercial medical/laboratory steam sterilizers (autoclaves) meeting the requirements in the attached. This notice is issued to determine the extent of competition available in the marketplace prior to finalizing an acquisition strategy.
DHA anticipates a requirement for fourteen (14) commercial medical/laboratory steam sterilizers across three equipment categories — Class B tabletop, large-capacity tabletop, and floor-standing hospital-grade — for use Outside the Continental United States (OCONUS) at DHA facilities in the United Kingdom, Germany, and Turkey. All offered equipment must be FDA cleared/approved and CE marked as a medical device for steam sterilization use.
To reduce equipment and maintenance variance across the network, the Government intends to source all fourteen (14) units, across all three equipment categories, from a single manufacturer. Respondents capable of supplying equipment satisfying the salient characteristics of ALL THREE categories described in Section 4 are considered a full-scope source for this requirement. Vendors capable of supplying only one or two of the three categories are still encouraged to respond and should clearly identify which category or categories they can support; this information will be used to assess whether single-source standardization is achievable or whether an alternate acquisition strategy is warranted.
