About this file

This is a Sources Sought Notice issued by the Defense Health Agency (DHA) Healthcare Contracting Division - Southeast Branch 6 (Europe) for market research purposes to identify manufacturers capable of supplying commercial medical/laboratory steam sterilizers (autoclaves). The DHA anticipates acquiring fourteen units across three equipment categories: Class B tabletop (~27 liters), large-capacity tabletop (~84 liters), and floor-standing hospital-grade (~84 liters with integral steam generator). Equipment will be deployed to U.S. military facilities in the United Kingdom (RAF Lakenheath), Germany (Landstuhl, Vilseck, Spangdahlem), and Turkey (Incirlik AB). All equipment must be FDA cleared/approved and CE marked as medical devices compliant with EN 13060 and/or EN 285 water quality standards. The Government strongly prefers single-source standardization across all three categories to reduce equipment and maintenance variance, though vendors capable of supplying only one or two categories are encouraged to respond and identify their capabilities clearly.

Interested vendors must submit written capability statements by 31 July 2026 at 5 PM Central European Time to sarah.keebaugh.civ@health.mil, limited to ten pages excluding product literature. Submissions should address: company information and CAGE/UEI codes; specific models and category capabilities; FDA/CE compliance and 230V/50Hz electrical compatibility; commercial pricing or rough order of magnitude estimates; standard and extended warranty terms; capability to ship and install at designated OCONUS locations; established European service infrastructure for warranty/maintenance dispatch; available commercial maintenance plan tiers for a base plus four-option-year period; on-site technical training availability in Germany, UK, and Turkey; and relevant past performance with U.S. Government or OCONUS medical facilities within five years. This notice is strictly for market research and does not constitute a solicitation, RFP, RFQ, or commitment to issue future contracts; responses will not be evaluated for award, and the Government will not reimburse response costs.

MARKET RESEARCH NOTICE — NOT A SOLICITATION

This is a Sources Sought Notice issued solely for market research purposes in accordance with FAR Part 10. It is not a solicitation, Request for Proposal (RFP), Request for Quotation (RFQ), or any other invitation to submit an offer, and no contract will result from it, nor does it commit the Government to issue a solicitation in the future. The Government will not reimburse any costs associated with responding to this notice. Responses will not be considered as proposals and will not be evaluated for award. Information received will be used solely to assess industry capability and inform the Government's acquisition strategy, including whether adequate competition exists among responsible sources. All information submitted will be treated as proprietary and confidential.

1. Purpose The Defense Health Agency (DHA) Contracting Activity, Healthcare Contracting Division – Southeast Branch 6 (Europe) is conducting market research to identify manufacturers and vendors capable of supplying commercial medical/laboratory steam sterilizers (autoclaves) meeting the requirements described below. This notice is issued to determine the extent of competition available in the marketplace prior to finalizing an acquisition strategy.

2. Background / Description of Requirement DHA anticipates a requirement for fourteen (14) commercial medical/laboratory steam sterilizers across three equipment categories — Class B tabletop, large-capacity tabletop, and floor-standing hospital-grade — for use Outside the Continental United States (OCONUS) at DHA facilities in the United Kingdom, Germany, and Turkey. All offered equipment must be FDA cleared/approved and CE marked as a medical device for steam sterilization use.

3. Standardization Important: To reduce equipment and maintenance variance across the network, the Government intends to source all fourteen (14) units, across all three equipment categories, from a single manufacturer. Respondents capable of supplying equipment satisfying the specifications of ALL THREE categories described in Section 4 are considered a full-scope source for this requirement. Vendors capable of supplying only one or two of the three categories are still encouraged to respond and should clearly identify which category or categories they can support; this information will be used to assess whether single-source standardization is achievable or whether an alternate acquisition strategy is warranted.

4. Specifications by Category Full, detailed specifications for each equipment category are provided in the attachments. A summary is provided below.
