About this opportunity
The Naval Research Laboratory seeks to award a cost plus fixed fee contract for ocean dynamics and prediction engineering and software development services. The contractor shall provide personnel support for research in areas including remote sensing exploitation, sea surface temperature monitoring, ocean-atmosphere coupling analysis, and regional ocean circulation modeling. The contractor must also develop innovative data collection and assimilation methods. Proposals are due February 1, 2023 and the Navy anticipates making an award in the second quarter of fiscal year 2023.
This is not a set-aside procurement. The primary NAICS code is 541715 and PSC code is R425. The incumbent contractor is Peraton, which currently holds contract N00173-17-C-6011 for these services valued at $31.6 million expiring in March 2023. The contractor shall provide 94,080 labor hours annually at the Naval Research Laboratory facility in Bay St Louis, Mississippi to support a base period of one year plus four one-year options under the new contract.

The Naval Research Laboratory (NRL) is the Navy’s corporate lab for conducting basic and applied research in the ocean sciences. This acquisition involves working with highly-skilled ocean dynamics modeling that will incorporate innovative computational numerical techniques and data assimilation approaches to support the Ocean Sciences Division, Code 7300. The scope of this effort encompasses data collection from near-real time, in situ underwater sensors or via remote sensing at high resolution, and assimilating data into reliable, three-dimensional models and multi-horizon or extended forecasts.
The purpose for this Request for Proposals (RFP) is procure the personnel support needed to conduct research regarding the various functional support areas, including Remote Sensing Exploitation, Sea Surface Temperature, Ocean and Atmosphere Coupling and Processes, and Regional Ocean Circulation, to name a few. For each functional support area, the contractor shall also develop higher quality data for input and assimilation with innovative approaches, especially those that can extend the capabilities of existing assets.
The Government anticipates award of a Cost Plus Fixed Fee contract. This procurement is a re-compete effort for current contract N00173-17-C-6011, which was awarded to Vencore, Inc. (now Peraton).
