PERSONNEL QUALIFICATIONS

A. Key Personnel Qualification – Resumes required with Proposal

A1. Project Leader [1 FTE Key Personnel position]

Security Clearance:

SECRET position. Personnel must possess a final DoD granted SECRET security clearance.

Education:

Bachelor of Science in Engineering, Physics, Business or equivalent from an accredited institution.

Experience [10 years minimum]:

· Specific experience in the planning, direction, and program management of oceanographic, science research & development projects.

· Relevant experience with oceanographic program planning, directing, and coordinating from concept formulation through final closeout.

· Specific experience with the technical coordination process among Government, DoD, and Industry

· Experience with the requirements for controlling information exchanges under the International Traffic in Arms Regulations (ITAR) and related defense trade acts.

· Proficient with cross-platform word processing, project management, scheduling, spreadsheet, and database programs

A2. Computer and Information Scientist

Security Clearance:

SECRET position. Personnel must possess a final DoD granted SECRET security clearance.

Education: Bachelor of Science in computer science, software engineering or equivalent from an accredited institution.

Experience [2 years minimum]:

· Demonstrated familiarity with DoD specifications and requirements.

· Demonstrated experience, knowledge and familiarity with scientific software development including real-time analysis and programming for simulation and data analysis systems.

· Demonstrated experience, knowledge, and familiarity with the analysis, research, design, development, test, and evaluation of complex software development programs.

· Specific experience with requirements analysis and systems programming including: object oriented design; software system and database development; software system documentation, support and distribution; C++, Java, and Python programming; and development in the Linux environment.

· Specific experience in one or more of oceanographic support area, such as ocean circulation, sea temperature, satellite-derived data, optical data, meteorology, ocean acoustics, arctic sea ice, sensors, geology, geospatial analysis.

· Proficient with cross-platform word processing, spreadsheet, and database programs. Demonstrated capabilities with computer aided software design tools.

A3. Senior Computer and Information Research Scientist [1 FTE Key Personnel position]

Security Clearance:

SECRET position. Personnel must possess a final DoD granted SECRET security clearance.

Education: Bachelor or Master Degree in computer science, software engineering or equivalent from an accredited institution.

Experience [10 years minimum]:

· Demonstrated familiarity with DoD specifications and requirements.

· Demonstrated experience, knowledge and familiarity with scientific software development including real-time analysis and programming for simulation and data analysis systems.

· Demonstrated experience, knowledge, and familiarity with the analysis, research, design, development, test, and evaluation of complex software development programs.

Experience [2 years minimum]:

· Demonstrated familiarity with DoD specifications and requirements.

· Demonstrated expertise in oceanography, geology, meteorology, or remote sensing

· Specific experience in one or more of oceanographic support area, such as ocean circulation, sea temperature, satellite-derived data, optical data, meteorology, ocean acoustics, arctic sea ice, sensors, geology, geospatial analysis.

A6. Oceanographer Security Clearance:

Experience [2 years minimum]:

· Demonstrated familiarity with DoD specifications and requirements.

· Demonstrated expertise in oceanography, geology, meteorology, or remote sensing

Experience [5 years minimum]:

· Demonstrated familiarity with DoD specifications and requirements.

· Demonstrated expertise in statistical analysis or numerical modeling, especially with a focus in oceanography, geology, meteorology, or remote sensing

· Specific experience in one or more of oceanographic support area, such as ocean circulation, sea temperature, satellite-derived data, optical data, meteorology, ocean acoustics, arctic sea ice, sensors, geology, geospatial analysis.
