1RFP1.1GovWin notice (3466652) is listing the Ocean Dynamics and Prediction Engineering opportunity is being procured under NAICS Code 541715 with a Size Standard of "1000 Employees except 1500 Employees for Aircraft, Aircraft Engine and Engine Parts and 1250 Employees for Other Aircraft Parts and Auxiliary Equipment and Guided Missiles and Space Vehicles, Their Propulsion Units and Propulsion Parts"

Meanwhile Section L.1 states "This acquisition is to be procured via full and open competition. There are no limitations with regard to small business."

Will the Government please confirm the procurement strategy for this opportunity is as listed in L.1?NRL directly posts to and is only responsible for the notice on SAM.gov. There, this requirement specifies the use of a full and open competition strategy. This is not a small business set aside, however, the applicable NAICS is 541715.

Section M.4.a.Assuming a Full and Open Procurement as stated in Section L.1, Section L.6 requires a Small Business Subcontracting Plan however, there are no Small Business Subcontracting Goals presented by the Government in the RFP. Rather, it appears per Section M.4.a. that Small Business Subcontracting Goals are left to the discretion of the offeror.

Taking into consideration the President's Executive Order On Advancing Racial Equity and Support for Underserved Communities Through the Federal Government, will the Government consider either:

a) Establishing Small Business Subcontracting Goals for this procurement or

b) Separate a portion of this opportunity and conduct it as a separate Small Business Set-aside procurementThe Government currently contemplates making one award to a single Offeror. No subcontracting goals are listed, so the offeror should propose their best and most realistic small business subcontracting efforts.
3Statement of Work3.4.2We understand that this work is currently being performed by both Peraton, Inc. (Contract
N0017317C6011) and SRC, Inc. (Contract N0017317C6009). Can the government keep the number of awards at two (2) with one reserved for Small Business ?This requirement is a recompete of N00173-17-C-6011. The Government contemplates issuing one award to one offeror as a single prime contract. As stated above, this is not a small business set aside.
4Statement of WorkCan you provide additional documentation on the "Acoustic Radial Provincing" project ? Such as a project scope, requirements, white paper…etc.The Government declines to answer at this time.

10SOW4.2The SOW indicates that all work is to be performed On-site. However, the RFP pages 68 indicates that the Mathmetician and Computer and Information Scientists can work Off site. Can you please clarify this? Can all positions be remote?This is TBD on a case by case basis, based on the individual projects and management determinations. Some local telework allowed. In a few cases, there may be an opportunity for remote telework but this would be the exception.
11Past Performance QuestionnaireThe Past Performance Questionnaire makes a reference to Fabrication. However, there is no mention of Fabrication in the SOW.The Past Performance Questionnaire has been updated. See Amendment 0001 and the revised attachment posted 12/21/22.
12RFPFactor 3The RFI for this opportunity indicated that this was a "New Contract". However, Factor 3 of the RFP suggest that there is an incumbent. Can you please confirm that this is a re-compete or a totally new contract ?This requirement is a recompete of N00173-17-C-6011, however, that was previously awarded off of a BAA. This is the first time this is being solicited via SAM.gov outside of the BAA process.
13RFPFactor 3Who is the incumbent for this contract and what is the current contract value and period of performance ?The incumbent is Peraton, Inc. The contract value is $31,604,975.00 and the contract expires March 2023.
14RFPIs there a minimum number of past performance references required from the Prime?No.
15Attachment J-1, SOWSection 2.3, Page 4, Paragraph 1Can you please elaborate on what off-the-shelf tools that will need to be “modified and implemented” – by the contractor – for Navy use?These are Navy (NRL) software tools. Some are current Navy operational software systems that are updated with new capabilities over time.
16Attachment J-1, SOWSection 3.2, Page 4, Paragraph 1With respect to software development, are there any specific software requirements? E.g., Programming Languages? Operating Systems? Computing Environments? Performance requirements?Yes. The software systems have specific languages and each system is different. Some are linux based with Fortran and C++ and other may be in Python. Many are designed for HPC systems and have operational requirements for performance.
17Attachment J-1, SOWSection 3.3, Page 5, Paragraph 1Does NRL have its own Supercomputing (HPC) environment, or will the contractor need to provide/implement this environment for running computational analysis?NRL has it’s own computer environments and also uses DoD’s High Performance computing environment. The contractor would not be required to provide/implement a computer environment.
18Attachment J-1, SOWSection 3.3.1, Page 5, Paragraph 1With respect to the continued development of the ESPC, can you describe the software requirements?ESPC runs totally on DoD High performance computing. It uses the ESMF software package for coupling the various models. Each model has its own software package but has been coded to fit within the ESMF software package.
