About this opportunity

The Puerto Rico Army National Guard seeks occupational health medical surveillance examination services for up to 150 dual-status federal technicians annually, with quotations due June 3, 2026. The acquisition is set aside 100% for Women-Owned Small Businesses (WOSB), not the broader small business category initially posted.

Place of performance is Building 589, Camp Santiago Joint Training Center, Salinas, Puerto Rico. The base period runs from June 15, 2026 through April 30, 2027, with three optional one-year periods extending through April 30, 2030. Examinations will be delivered in a single coordinated 3-day event annually, conducted Monday through Friday, 0700–1600 hours, excluding U.S. holidays and facility closures.

Examining personnel must be Board-certified or Board-eligible Occupational Medicine Physicians or other Licensed Independent Practitioners, with all examinations reviewed and signed by a Board-certified Occupational Medicine Physician. Services include physical exams, musculoskeletal assessments, vision tests, baseline and periodic examinations, and laboratory testing (Complete Blood Count, urinalysis, chemistry panel, blood lead level, zinc protoporphyrin, cadmium profile, and electrocardiograms upon request). All laboratory specimens must be processed by certified clinical laboratories with testing performed by American Society of Clinical Pathology-certified personnel.

The contractor must furnish all personnel, equipment, tools, materials, supervision, and quality control except incidental government-provided property (office space, medical examination equipment including blood pressure cuffs, stethoscopes, and scales) and utilities. All contractor employees require Awareness Training Level 1, iWATCH training, and OPSEC training within 30 calendar days of contract start. Examination documentation must be delivered to the PRARNG Occupational Health Nurse within 30 business days, with clinically abnormal findings reported immediately. The contractor assumes responsibility for deficient examinations and must perform reexaminations at no additional cost when deficiencies result from contractor error, omission, or negligence.

Award will be made to the responsible quoter submitting the lowest acceptable firm-fixed-price quote. Questions must be submitted by May 27 to ng.prarng.purchasing-and-contracting.mbx@army.mil. Amendment 001, effective May 28, 2026, updated the Performance Work Statement (Revision 1), clarified pricing requirements by category and unit price, and refined contract extension terms. This is a recompete of incumbent contract W912LR22P0080, concluding May 29, 2026.
