About this opportunity
NASA Stennis Space Center seeks to procure occupational health medical director and employee assistance program coordinator support services, with offers due August 27, 2026 at 2:00 p.m. CST. This is a total small business set-aside with questions due August 24 by 10:00 a.m. CST.
Place of performance is John C. Stennis Space Center, Mississippi. The NAICS code is 621111 (Offices of Physicians, except Mental Health Specialists) with a $16 million size standard; PSC is Q509 (Family & Internal Medicine Services).
The Medical Director must be board-certified by the American Board of Medical Specialties or an approved alternate credential in occupational medicine, hold Mississippi state licensure, and maintain sufficient on-site presence during core business hours (0700–1530 CT, Monday–Friday, excluding federal holidays) to meet contract and NASA regulatory requirements, though some services may be performed remotely with availability for virtual consultation. The EAP Coordinator must be a licensed or certified mental health counseling provider with expertise in workplace behavioral and mental health issues and familiarity with 42 CFR Part 2 confidentiality requirements. Both positions are required; bidding on all positions is mandatory for responsiveness.
The contract includes a 12-month base period from October 1, 2026 through September 30, 2027, four optional one-year extensions through September 30, 2030, and an additional optional six-month extension through March 31, 2031. Historical workload includes approximately 5,835 medical visits/tasks annually and 221 EAP visits annually serving 4,000 employees and family members. The incumbent contractor is Herndon Solutions Group (contract 80SSC026F7003, current value $1,341,128, total contract value $10,505,401). NASA declined to disclose the estimated budget for the new requirement.
Quote submissions require four volumes: executive information, past performance references (two required, maximum two pages each), technical evaluation addressing corporate experience with federal occupational health services, key personnel qualifications, and capability/understanding (limited to three pages), and a firm fixed-price quote using the provided Excel template with basis of estimate narratives. Past performance serves as a pass/fail gate. Technical evaluation uses a five-tier rating system (Exceptional, Very Good, Satisfactory, Marginal, Unacceptable). Price is judged on total value and reasonableness. Amendment 0001, issued August 24, 2026, updated the Questions and Answers document; offerors must acknowledge receipt of the amendment.
