Evaluation criteria, in descending order of importance, are technical factors, past performance, veterans preference, and price. Past performance will be evaluated using CPARS reports or Past Performance Questionnaires covering up to five references from the past three years. Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran-Owned Small Businesses (VOSB) receive evaluation credit.
