About this file
This is a Product Description document prepared by the Department of Veterans Affairs Enterprise Procurement Office for a VA-wide Requirements contract to procure external cardiac pacemakers.
The Veterans Health Administration seeks vendors to supply Medtronic Model 5392 and Model 53401 Pacemakers: Cardiac External or equal products for use across VA medical centers and facilities. The contract includes two contract line items: CLIN 0001 for a Dual Chamber Temporary Pacemaker (Medtronic 5392) and CLIN 0002 for a Single Chamber Temporary Pacemaker (Medtronic 53401), each including two LR6-sized alkaline batteries, IV pole hanger, carrying case, literature, and training. The requirement is structured as a "Brand Name or Equal" solicitation, permitting vendors to offer equivalent products provided they meet all specified salient characteristics and include detailed descriptive literature, technical specifications, and any planned modifications. The base contract period is 12 months with four optional 12-month renewal periods. Both CLINs must satisfy six core salient characteristics: clearly visible parameter settings and status indicators, user controls for pacing mode/rate/output/sensitivity adjustment, replaceable/rechargeable battery power, external cardiac pacing capability, protective cover or lockout features to prevent accidental setting changes, and pacing run-away protection. Additionally, CLIN 0001 requires dual chamber pacing capability while CLIN 0002 requires single chamber pacing capability. Evaluation criteria beyond salient characteristics include device design, connector compatibility and ease of use, performance features such as battery replacement processes and power-saving settings, patient safety features including auto-lock mechanisms, and warranty/training/support availability.

1. SCOPE OF WORK:
The Veterans Health Administration (VHA) Non-Expendable Equipment National Program has identified the Pacemakers: Cardiac External product line as a candidate for a VA-wide (otherwise referred to as “national”) Requirements contract award.
Cardiac pacemakers generate impulses outside the body and deliver them to the heart through electrodes, either externally through the chest wall or invasively (e.g., through intravenous or transesophageal electrodes). External cardiac pacemakers are used for temporary pacing of the heart.
The Contractor must demonstrate the ability to meet all requirements for the solicitation.
The objective is to provide Pacemakers: Cardiac External to be used by clinicians throughout the VA medical centers and facilities. The period of performance is for a base of 12-months with four 12-month option periods.
2. REQUIREMENT
This requirement will be solicited and awarded as a “Brand Name or Equal” which requires the quoter indicate that each product being offered as an “equal” product to the Medtronic® Model 5392 and Model 53401 Pacemakers: Cardiac External. For each equal product, the offeror must include a description reflecting the salient characteristics (SC) and level of quality that will satisfy the salient physical, functional, or performance characteristics of the equal product(s) specified in the solicitation. The quoter must also clearly identify the item by brand name (if any) and make/model number. Finally, the quoter must include descriptive literature, such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer and clearly describe any modifications it plans to make to a product to conform to the solicitation requirements.
