About this opportunity

The Department of Veterans Affairs Strategic Acquisition Center Frederick is seeking vendors to supply A-dec Dental Delivery Units and Chairs, including the 511 chair, 532pro and 533pro delivery systems, LED dental lights, assistant stools, and various ancillary components across 60 contract line items. The acquisition encompasses a 12-month base period with four optional 12-month extension periods on a nationwide requirements basis for VA medical centers and facilities. Key requirements include compliance with 11 salient characteristics such as minimum 500-pound patient weight capacity, ability to lower to 13.5 inches, integrated water pick-up tubes, accommodation for right and left-handed providers, antimicrobial silicone waterlines, digital touchpad controls, and integrated LED lighting with touchless sensor options. The Government will evaluate proposals based on Technical factors (most significant), Past Performance (slightly more important than Price), and Price factors (least important), with non-price factors combined being significantly more important than price. Questions are due by February 13, 2026, at 11:59 a.m. EDT, and proposals must be submitted by February 19, 2026, at 11:59 a.m. EDT via email to Contracting Officer Kimberly LeMieux.

This solicitation is set aside exclusively for certified Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), with the Government anticipating award to an SDVOSB vendor that meets the stringent certification requirements. The Independent Government Cost Estimate for this requirement is $45,802,190.20 including all options across the five-year contract period, with estimated quantities ranging from 20 to 800 units per line item depending on the specific equipment. All 200 VA dental clinics are currently standardized on A-dec equipment, and market research confirmed that A-dec 500 series is the sole source meeting all specified requirements, as switching to alternate brands would incur significant infrastructure and equipment replacement costs. The contract requires nationwide delivery to VA facilities in both Continental United States (CONUS) and Outside Continental United States (OCONUS) locations, with installation services provided at no additional cost by manufacturer-trained personnel. Contractors must comply with mandatory quarterly sales reporting segmented by Veterans Integrated Service Network (VISN), embed a 3% Service Level Agreement fee in all pricing, and remit quarterly SLA payments within 60 days of each reporting period, with liquidated damages of $37.50 per calendar day for failure to deliver on schedule.
