About this opportunity
The National Oceanic and Atmospheric Administration seeks replacement of 14 emergency power generators at Weather Forecast Offices across the Southern Region, with quotes due September 4, 2026 and questions due August 17. This is a total small business set-aside as firm fixed-price purchase orders structured as 14 independent site-specific competitions, each potentially resulting in separate awards.
Performance locations span Brownsville, Corpus Christi (Texas); Jacksonville, Key West, Melbourne, Tampa (Florida); Lake Charles, Slidell (Louisiana); Little Rock (Arkansas); Mobile, Nashville (Tennessee); Birmingham, Atlanta (Georgia); San Juan (Puerto Rico); and one additional site. The base scope at each location requires installation of Kohler 277/480-volt 3-phase generators ranging from 125 to 150 kVA with automatic transfer switch replacement. Three optional tasks—fuel tank refurbishment or replacement, electrical distribution panel replacement, and generator building repairs—are available with anticipated exercise dates 45–60 days after award. Period of performance is 540 calendar days from Notice to Proceed.
Individual site location estimates range between $500,000 and $1,000,000. The contractor must furnish all labor, materials, transportation, equipment, overhead, insurance, bonding, and profit within firm fixed prices. Performance and payment bonds are required at 100% of contract price; general liability insurance with minimum limits of $500,000 per occurrence for bodily injury and $100,000 per occurrence for property damage; workers' compensation coverage; and builder's risk insurance at 100% project value. Prevailing wage compliance applies. Evaluation prioritizes technical approach, past performance, and price, with awards going to the lowest-priced technically acceptable quoter per location. Quoters may bid on individual sites rather than all 14; separate submissions per site are required, labeled with designated location codes. The NAICS code is 335999; PSC is 6115. Amendment 0001, issued August 21, expands acceptable generator brands to "Kohler or Rehlko" and corrects voltage specifications at two locations (LZK and MLB from 480/277-volt to 120/208-volt 3-phase).
