About this file

This is a pre-proposal conference presentation for Solicitation No. 1305M426Q0048, a National Oceanic and Atmospheric Administration (NOAA) acquisition for emergency power generator replacement across 14 Weather Forecast Office locations in the Southern Region. The solicitation is structured as a fusion procurement with 14 independent site-specific evaluations, each potentially resulting in a separate firm fixed price purchase order. Quoters are not required to bid on all locations but must submit complete, distinct submissions for each site they propose on, labeled with designated location codes (BRO, CRP, JAX, KEY, LCH, LIX, LZK, MLB, MOB, OHX, SJU, TBW, BMX, FFC). The work involves installation of Kohler 277/480-volt 3-phase generators ranging from 125 to 150 kVA, with a base bid (CLIN 000X) covering generator and automatic transfer switch replacements, and three optional tasks including fuel tank replacement (CLIN 100X), electrical distribution panel replacement (CLIN 200X), and generator building repairs (CLIN 300X).

This is a 100% total small business set-aside with individual site location estimates between $500,000 and $1,000,000. The period of performance is 540 calendar days from the Notice to Proceed. Bonding requirements include 100% performance and payment bonds on the contract price. Evaluation will be based on technical approach (Factor 1), past performance (Factor 2), and price (Factor 3), with awards going to the lowest-priced technically acceptable quoter per location. The deadline for questions and clarifications is August 17, 2026 at 12:00 PM Eastern Time, with quotes due September 4, 2026 at 12:00 PM Eastern Time to noelle.albert@noaa.gov and paul.tucker@noaa.gov. All submissions are limited to 25MB per email, with quoters responsible for confirming government receipt of all documents. The conference was held on-site August 13, 2026, with site visits available for quoters to assess local conditions.
