About this file

This is Amendment 0001 to a Request for Quote (RFQ) for the NWS Southern Region WFO Emergency Power Generator Replacement project (Solicitation 1305M426Q0046, effective date 08/05/2026). The amendment is issued by CSAD-Facilities Support at NOAA and is administered by the National Weather Service.

The amendment accomplishes six primary objectives: (1) provides pre-proposal conference slides and attendee list; (2) updates site visit point-of-contact information for the Jacksonville, FL location; (3) provides government responses to offeror questions; (4) modifies RFQ Section 1.8(a)(i) to allow "Kohler or Rehlko" brand generators and automatic transfer switches (ATS) instead of exclusively Kohler; (5) updates the Statement of Work (SOW) Attachment B to reflect the expanded generator brand options for 13 specific locations (BRO, CRP, JAX, KEY, LCH, LIX, LZK, MEL, MOB, OHX, SJU, TBW, BMX, FFC); and (6) corrects generator voltage specifications for LZK and MLB locations from 480/277-volt to 120/208-volt 3-phase units. The amendment includes detailed responses to 18 offeror questions addressing technical specifications, fuel tank requirements, Davis Bacon wage requirements, as-built drawing requirements, temporary generator specifications, and document delivery procedures. All terms and conditions of the referenced solicitation remain unchanged and in full force and effect, except as modified by this amendment. Offerors must acknowledge receipt of this amendment prior to the specified deadline, with failure to do so potentially resulting in offer rejection.

7) Update Attachment B - Statement of Work ; Section Scope; 1. Base Bid (a) for the following locations: LZK, and MLB

From: The existing EPG is oversized to handle the current electrical demands from this building. The building’s load was analyzed internally by NWS to determine peak load demand. A 25% contingency was applied to properly size the generators. Replace generator with a single Kohler 277/480-volt 3-phase generator with battery charging/maintainer and a Diesel engine that can handle the full building electrical load. Contractor will assess building load to verify generator sizing prior to installation.

Offerors Questions and the Government’s Responses:

Offeror’s Question: THE RFQ Specifies a Kohler 125KW generator.

Kohler doesn’t manufacture a 125 KW unit, would a 130KW generator be acceptable?

Government’s Response: Kohler Energy is now Rehlko. A Kohler or Rehlko is acceptable, but the size should be as specified in the SoW for each location.

Offeror’s Question: The ATS specifications do not identify a manufacturer. Is a Kohler ATS required or would a ASCO ATS be acceptable?

Government’s Response: The ATS must be Kohler/Rehlko as specified in the Scope of Work.

Offeror’s Question: What conditions or requirements trigger Options 1, 2, and 3 on the SOW per each site?

Government’s Response: Options will be evaluated and awarded based on the amount of funding available.

Offeror’s Question: Does a new fuel line installation also require a new inline fuel filter and anti-siphon valve?

Government’s Response: Yes

Offeror’s Question: Is a new fuel tank alarm system required to be supplied and installed?

Government’s Response: Yes

Offeror’s Question: Some locations have a 1,000-gallon fuel tanks, while others have 2,000-gallon tanks. Should we quote replacement tanks matching the existing capacity at each location?

Government’s Response: Yes, match existing tank size.

Offeror’s Question: For fuel tank replacements, are convault tanks required, or are standard above ground steel tanks acceptable? Should the tanks be single wall or double walled constructions?

Government’s Response: Standard double walled steal tanks are acceptable provided they are UL 2085 & UL 752 Level 8 certified.

Offeror’s Question: When a fuel tank is replaced, is new fuel required by the quoter or should the existing fuel be transferred and reused?

Government’s Response: Contractor can determine the best approach. If existing fuel is to be reused then contractor will be required to filter the existing fuel prior to reuse. The government will make no commitment on the quality or fuel levels prior to install. At the end of the contract the new fuel tanks should be filled.

Offeror’s Question: What sites require fuel water separators?

Government’s Response: All sites should have fuel water separators installed.

Offeror’s Question: Regarding the generator intake dampers (louvers) are they to be replaced or repaired? We have observed that most locations have at least one damper (louver) section that is not functioning properly.

Government’s Response: Replace. This is outlined in the scope option 3, Louvers & Screens, Item C.

Offeror’s Question: For the panel replacement, which specific panels are included in the SOW option?

Government’s Response: Emergency electrical panels downstream from the building's UPS.

Offeror’s Question: What is included in the building refurbishment SOW? Does it include replacing/repairing roofs, doors, caulking, interior drywall repairs and painting?

Government’s Response: Please Reference SOW.

Offeror’s Question: Is the SOL Davis Bacon (prevailing wages)? And does the quoter have to provide certified payroll to NOAA?

Government’s Response: Yes, Davis Bacon does apply and certified payrolls are required.

Offeror’s Question: Will NOAA provide a temporary generator system or will the quoter have to provide a temporary generator per site?

Government’s Response: No. Contractor will minimize disruption to the operations but it is possible to schedule a short term power outage for the sites.

Offeror’s Question: What disciplines require as-builts drawings?

Please confirm whether the requirement applies to (Electrical, Gen & ATS, fuel piping/tanks, controls/alarms, roofing and building repairs, Panel work)?

Government’s Response: As built drawings apply to all aspects of the new work.

Offeror’s Question: Do the As-Builts drawings have to be S&S by an engineer?

Government’s Response: Yes

Offeror’s Question: Is there any way for NOAA to send out the drawings? Every time they are downloaded, the files are corrupted and can’t open?

Government’s Response: Yes, if you are unable to download, NOAA can provide drawings via Kiteworks for download. To recieve Kiteworks email, send a request to noelle.albert@noaa.gov and paul.tucker@noaa.gov with the attachment number you are unable to download.

Offeror’s Question: Are revised electrical one-lines required?

Government’s Response: Yes

Offeror’s Question: Generator Rental Size: The facility currently has a 250 kW generator and plans to downsize to a 150 kW generator. For the temporary rental unit, what size generator would you like us to provide? Should the rental unit be 250 kW to match the existing generator capacity?

Government’s Response: Generator rental shall be the same size as existing.

Offeror’s Question: Temporary Generator Connection: The rental generator will need to be connected to the ATS (Automatic Transfer Switch), which is located inside the main building. Based on the site conditions, the closest exit door appears to be the only practical location to route the generator cables.

Can the exit door remain partially open while the temporary generator is connected and operating, or is there an alternative method you would like us to use to route the cables while maintaining the required security and safety requirements?"

Government’s Response: The contractor shall determine the best method for securing the site via temporary secure doors or enclosures specific to each site.
