About this opportunity

Naval Surface Warfare Center Carderock Division (NSWCCD), part of the Department of the Navy Naval Sea Systems Command, is soliciting quotations for Ultrasonic Impact Treatment (UIT) and Hammer Peening services on HY-100 weldments to support the NAVSEA Task 450-T0055 Welding Fatigue Improvement program. The contractor must develop and apply both UIT and hammer peening treatments to weldments using robotic tools with magnetostrictive transducers for UIT and pneumatic equipment for hammer peening, demonstrating the capability to improve fatigue performance on naval steel weldments. Key requirements include submission of a treatment plan within two weeks of award, initiation of treatments within five business days of material receipt, and completion of all treatments within two months. The Government will evaluate quotations on a Lowest Price Technically Acceptable (LPTA) basis with two evaluation factors: Price and Technical Capability. Quotations are due by March 27, 2026 at 12:00 PM EST, with questions accepted until March 24, 2026 at 12:00 PM EST, and the contract will be awarded without discussions with quoters.

This solicitation is designated as a Total Small Business set-aside with a business size standard of $19 million, and no incumbent contractor information is identified in the documentation. The base contract involves treatment of 54 total weldments in the initial batch (16 tee weldments and 16 butt weldments receiving hammer peening; 22 tee weldments and 16 butt weldments receiving UIT peening), with an optional second batch of 16 additional weldments to be treated based on Government testing results. The weldments, measuring approximately 35 inches by 5 inches by 1.5 inches with 5-inch weld lengths, will be Government-furnished, and the contractor must return shipments at contractor expense within ten business days of treatment completion. The base contract period is 12 months from award, with a one-year option period, and deliveries are required between March 31 and September 30, 2026. Performance of work must occur at the contractor's US-based facility, with the return address for completed weldments designated as Naval Surface Warfare Center Carderock Division in West Bethesda, Maryland.
