About this opportunity
The U.S. Geological Survey issued a notice of intent on June 24, 2026 to award a purchase order on a sole-source basis to Chalmers University, Sweden for thirty Network for Observation of Volcanic and Atmospheric Change (NOVAC) scanners, with quotations due by July 3, 2026 at 1500 PST. This procurement is not open to competition; Chalmers University is the only known manufacturer of NOVAC scanners with the required technical specifications for integration with the existing global NOVAC network of approximately 120 instruments.
The NOVAC scanners are custom-built optical instruments that monitor volcanic gas emissions remotely by scanning skylight along a cone-shaped envelope surrounding volcanic vents. The purchase will include optical scanners, mounting kits, custom cables for stepper motors, and spare cylindrical quartz windows. Market research confirmed no alternative single-axis scanners exist with the required conical geometry for volcano surveillance, and standardization across all network instruments is essential for data comparability and scientific analysis. The contracting officer will evaluate pricing for fairness and reasonableness using comparative analysis of similar equipment.
Despite the sole-source intent, all responsible parties may submit a quotation by the closing date, which the Government will consider at its sole discretion. Responses must be submitted electronically to yangzhi_deng@ios.doi.gov and received in their entirety no later than July 3, 2026 at 1500 PST. The procurement is coded to NAICS 334519 (Other Measuring and Controlling Device Manufacturing) and PSC 6630 (Chemical Analysis Instruments) and will be awarded under FAR Part 12, Acquisition of Commercial Products and Commercial Services.
