About this opportunity
The National Institutes of Health Clinical Center issued a Notice of Intent on February 12, 2026, to pursue a sole-source contract award with REES Scientific, Inc. for the installation of wireless Resistance Temperature Detector (RTD) probes across thirty-four control temperature units in the pharmacy department. The estimated contract value is $56,331.45, with performance scheduled between March 1 and May 15, 2026. This Notice of Intent is not a request for proposal but rather an announcement of the agency's intention to negotiate with a single vendor based on specialized requirements. The sole-source justification is grounded in statutory authority under 41 U.S.C. 253(c)(1), citing that only one responsible source can satisfy the agency's requirements.
The primary objective is to upgrade the pharmacy's environmental monitoring infrastructure by installing new RTD probes and performing complete installation, calibration, and certification services to prevent equipment downtime that would disrupt critical clinical operations across multiple pharmacy sections and patient care units. Responsible sources may submit capability statements by email by February 22, 2026, at 12:00 PM Eastern Standard Time, with the subject line referencing NOI-CC-26-003018. REES Scientific is the sole viable contractor due to its exclusive manufacturing of the environmental monitoring equipment currently deployed, possession of certified training for specialized technicians, database and knowledge base access, and expertise in the REES Environmental Monitoring System, Software Manager system, and Web Browser applications that no competing vendor can provide. The contractor must supply service engineers with complete systems-certified training, provide 24/7 monitoring capability, deliver technical support during maintenance activities, and ensure repair and replacement services to maintain equipment to original manufacturer specifications.
