About this opportunity
The U.S. Customs and Border Protection (CBP) has issued a Special Notice of Intent to sole source a contract for software engineering services to upgrade Unattended Ground Sensor (UGS) SC-410 equipment. The notice specifically targets unique software and firmware upgrades for critical sensor technology currently in CBP's U.S. Border Patrol inventory. Albers Aerospace Incorporated of McKinney, Texas, is identified as the sole source for these proprietary upgrades due to their status as the original equipment manufacturer. The contract will cover comprehensive upgrades including firmware and software updates, Android application releases, FirstNet cybersecurity updates, API documentation, and training courses. The opportunity is being pursued under the authority of Federal Acquisition Regulation (FAR) 6.302-1, which allows for procurement from only one responsible source.
The primary objective of this Special Notice is to implement critical software integration for SC-410 UGS camera sensors, enabling full utilization of existing CBP equipment. Contractors interested in demonstrating their capabilities must submit their company's information via email to Contracting Officer Frank S. Duarte by January 27, 2025. While this is a sole source procurement, CBP will consider capability statements from other vendors for potential future competitive solicitations. The upgrades will specifically enhance the sensors' functionality, including remote access capabilities and integration with the Intelligent Computer Assisted Detection (ICAD) system. Eligible contractors must be able to provide proof of their ability to meet the specified requirements, with the understanding that the government retains full discretion in determining the procurement strategy. The contract will be a firm-fixed-price arrangement with a 12-month period of performance, focused on delivering comprehensive software and firmware enhancements for border surveillance technology.
