About this file

This is a Justification and Approval (J&A) document for other than full and open competition from U.S. Customs and Border Protection (CBP) for sole source procurement of software upgrades to SC-410 unattended ground sensor cameras from Albers Aerospace.

CBP's Border Enforcement Contracting Division - Pacific Branch intends to award a sole source contract to Albers Aerospace (McKinney, TX) for critical software upgrades to SC-410 camera sensors held by U.S. Border Patrol. The upgrades include software/firmware updates, FirstNet cybersecurity updates, and end-user training. Albers Aerospace is the original equipment manufacturer (OEM) and only authorized source for the proprietary software upgrades needed to integrate these cameras with CBP's Intelligent Computer Assisted Detection (ICAD) system. The SC-410 is uniquely embedded with FirstNet and Frontline capabilities and is the only device offering full remote access without local interaction. The contract will be a Firm-Fixed-Price type for a 12-month period. Market research confirmed no other vendors can provide the required upgrades. A notice of intent will be posted on SAM.gov, with responses due by January 27, 2025.
