About this opportunity
The USDA Agricultural Research Service has issued a Notice of Intent to Sole Source to Campbell Scientific for the procurement of Eddy Covariance Systems equipment. The National Laboratory for Agriculture and the Environment in Ames, Iowa is seeking to award a Firm Fixed Price contract for specialized scientific measurement equipment. The procurement is being conducted under FAR 13.106-1(b)(i) authority for simplified acquisitions where only one source is reasonably available. The solicitation number is 1232SA25Q0474 and falls under the Analytical Laboratory Instrument Manufacturing NAICS code 334516. This notice serves to inform potential sources of the government's intent to proceed with a sole source award to Campbell Scientific.
The equipment will be used to collect measurements of weather, crop, and soil conditions needed to develop decision support tools and management practices that reduce water and nutrient inputs while maintaining agricultural productivity and quality. The Campbell Scientific IRGASON system is specified as the only fully integrated open-path gas analyzer and 3D sonic system capable of meeting the government's technical requirements, including synchronous measurements of carbon dioxide, water vapor concentration, air temperature, barometric pressure, and three-dimensional wind velocity. Quotes are due by September 19, 2025, at 5:00 PM EST, with delivery required within 30 days to the Ames facility. Contractors must be registered in the System for Award Management (SAM) and comply with various federal acquisition regulations including telecommunications equipment restrictions and Buy American requirements. The procurement uses a Lowest Price Technically Acceptable evaluation methodology, and the government reserves the right to reject quotes deemed unreasonable or reflecting lack of competence.

This procurement is being conducted under the authority of FAR 13.106-l(b)(i). For purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the
circumstances of the contract action deem only one source reasonably available.
The Campbell Scientific IRGASON is the only fully integrated open-path gas analyzer and 3D sonic system that collects synchronous measurements of absolute carbon dioxide and water vapor concentration, air temperature, barometric pressure, and
three-dimensional wind velocity with a user programmable output of 5, 10, 12.5 and 20 Hz. By reducing flow distortion and sampling error, the support structure of the combined gas analyzer and 3D sonic anemometer improves the accuracy of the measurements while eliminating the need for post-processing corrections to measurement asynchrony and senor separation. This combined gas analyzer and 3D sonic anemometer also has significantly lower power requirements compared to individual sensors, a requirement for deployment at remote sites where power is provided via batteries and solar panels.
The research team has extensive experience programming, deploying, and collecting data with Campbell Scientific instrumentations and software. The continued use of Campbell Scientific equipment facilitates the deployment and maintenance of
equipment, data collection and processing, and when necessary, troubleshooting and field repairs. It also ensures the accuracy, consistency, and integrity of the data.).
The anticipated award date is September 19, 2025. Interested parties may identify their interests and capabilities to respond to this requirement to the Contracting Specialist,Winston Buchanan, by email at winston.buchanan@usda.gov no later than September 15,
