About this opportunity

The National Institutes of Health Clinical Center intends to sole-source a purchase order not to exceed $900,000 to Cardinal Health 414, LLC for FDA-approved radiopharmaceuticals supporting patient care by the Nuclear Medicine Division, Department of Radiology and Imaging Sciences, with a notice-of-intent response deadline of October 19, 2026. No solicitation document will be issued and no quotations will be requested.

Cardinal Health qualifies as sole source based on 25 years of contracting history and unique technical capabilities. The vendor is the only supplier offering a comprehensive portfolio of radiopharmaceuticals emitting gamma, positron, beta, and alpha radiations tailored to the NIH Clinical Center's patient needs. Cardinal Health exclusively operates a patented tungsten delivery system for dispensing high-energy positron radiopharmaceuticals, which minimizes radiation exposure to staff and the public while meeting weight standards to reduce potential staff injuries. The vendor maintains required FDA and U.S. Nuclear Regulatory Commission vetting.

The procurement is conducted under FAR Part 13 Simplified Acquisition Procedures, Subpart 13.500, which authorizes simplified procedures for commercial products and services exceeding the simplified acquisition threshold but not exceeding $9 million ($15 million for certain acquisitions). This vehicle classification permits sole-source award without full and open competition.
