About this opportunity

The 97th Contracting Squadron at Altus Air Force Base is issuing a notice of intent to sole-source a biological drain treatment service contract to Green and Sustainable Services, LLC, with capability statements due by September 21, 2026 at 1:30 p.m. CST. This procurement is restricted to small business and carries a total sole-source justification under 10 U.S.C. 3204(a)(1) based on the only responsible source finding; the Government has marked this action as not a request for competitive proposals.

The 97th Civil Engineering Squadron requires biological drain treatment services for Altus AFB kitchen facilities across three buildings: Building 307 (Club Altus), Building 317 (Dining Facility), and Building 106 (Bowling Alley). The contractor must furnish and maintain biological drain maintenance systems, dosing equipment, biological treatment media, and perform monthly preventive maintenance, inspection, testing, repair, and replacement of failed units to reduce odors and prevent recurring drain blockages. The contract is firm fixed price with incremental funding, valued at $70,984.20 total estimated requirement inclusive of all options.

Market research through GSA eBUY, SAM.gov, GSA Multiple Award Schedule reviews, and direct vendor outreach identified only one responsive source capable of providing this specialized service in the Altus, Oklahoma market. Contractors interested in challenging the sole-source determination must submit capability statements with technical data and cost information demonstrating capability to meet the requirement; submissions that only ask questions will not be considered responsive. Capability statements must be submitted by email only in Microsoft Word or Adobe PDF format to jamir.folsom@us.af.mil and kacie.halpain@us.af.mil. NAICS 561210; PSC S216.
